淺談「假新聞」
最近上課時學到一個新單字「positionality」,讓我想到當前社群媒體上,不停看到的「fake news」——假新聞。
簡言之,「positionality」(位置性) 被定義為於種族、階級、性別、性取向以及能力等狀態中,創造你身分的社會與政治背景。位置性還描述了你的身分如何影響你對世界的理解與看法,以及潛在的偏見。

以下是我對「positionality」與 「fake news」的些許觀點:
“Fake news” has permeated all facets of life, ranging from social media interaction to presidential elections. Fake news can be defined as “fabricated information that mimics news media content in form but not in organizational process or intent” (Lazer et al., 2018, p. 1094). The creators and outlets of fake news do not ensure the accuracy and credibility of information, but rather disseminate misinformation or disinformation for purposes ranging from personal amusement to creating deceptions to achieve political aims. At times, fake news is created and disseminated by state or non-state actors using social media accounts and networks of bots designed to hijack feed algorithms of platforms such as Twitter or Facebook (Prier, 2017, p. 54). In the 2016 U.S. presidential campaign, Facebook estimated that up to 60 million bots were used to post political content. Some of the same bots were then used in an attempt to influence the 2017 French election (Lazer et al., 2018, p. 1095). Such campaigns can be understood as a form of information warfare, a comprehensive attempt to control and influence every facet of the information supply chain, thereby influencing public opinion and behaviors. (Prier, 2017, p. 54). Often, fake news is not directly created by actors that seek to manipulate but by journalists or content creators whose content favors or aligns with the narratives of these actors (Doshi, 2020).

Nevertheless, while the term “fake news” is commonplace, there is no universal, measurable way to quantify the fakeness or truthfulness of news. There are many fact-checking and media-bias detection tools, but they cannot objectively detect and clarify the more subtle and nuanced aims of manipulative actors that play a crucial role in news production. It can also be argued that the veracity of news depends not only on the actors that seek to manipulate it, but also on the positionality of its consumers. Therefore, one’s initial line of defense against misleading news lies not in the plethora of fact-checking devices but more in one’s pre-existing dispositions and skills to think and act in response to misleading information. This ability can be referred to as critical thinking, which can be more concretely expounded as “reasonable and reflective thinking focused on deciding what to believe or do” (Ennis, 2011, p. 15).
然而,即便「假新聞」一詞隨處可見,卻沒有統一、可衡量的方式來量化新聞的虛假性或真實性。目前有許多事實查核與媒體偏見檢測工具,但它們無法客觀地檢測與說明行為操弄者更狡猾、更細緻的目標,而這些操弄者往往在新聞的生產中發揮著重要作用。我們也可以說,新聞的真實性不僅取決於試圖操弄它的行為者,同時還取決於新聞受眾的位置性。因此,一個人對抗誤導性新聞的第一道防線,不在於這些五花八門的事實查核方式,反而在於個人所固有的性格,以及針對誤導性資訊的思考與行動等相關技能。這種能力可稱為批判性思考(critical thinking),意即「專注於決定相信什麼或做什麼的理性思考與反思性思考」(Ennis, 2011, p. 15)。
Taiwan, also known as the Republic of China (ROC), is at the forefront of information warfare. It is wedged between the geopolitical struggles of global and regional hegemonies such as the United States and China, the People's Republic of China (PRC). Compounding the matter are the Taiwan’s own political actors vying for influence and power. This struggle seeps into all aspects of life and practice, mainly manifesting itself on social media, a battleground of information warfare. The Ministry of Education of Taiwan is cognizant of these information campaigns, and efforts have been made to introduce media literacy into all parts of its education system. According to the ministry, the government has tried to promote media literacy education since 2000 (MOE, 2002, p. 1), with one of its primary goals to cultivate its “citizens” abilities for independent learning, critical thinking, and problem solving” (MOE, 2002, p. 2).
臺灣,也被稱為中華民國,正處於資訊戰的最前線。這是全球霸權與地區霸權之間——如美國與中國(中華人民共和國)——的地緣政治對抗。使問題惡化的是臺灣自身的政治行動者對影響力與權力的奪取。這場對抗遍布於現實生活的各個面向,主要於社群媒體中——資訊戰的戰場——展露無遺。臺灣的教育部注意到了這些資訊的煙硝,並已努力將媒體素養引入其教育體系。據該部稱,自2000年以來,政府一直試圖推展媒體素養教育(MOE, 2002, p. 1),其主要目標之一是培養「公民獨立學習、批判性思考以及解決問題的能力。」(MOE, 2002, p. 2)。

閱聽人應意識到,他們在網路上看到的每個資訊都有特定立場。是否真有毫無立場的新聞文章?為了對抗操弄性或強制性資訊(coercive information),我們必須意識到權力於個中的作用,以及我們自身的位置性如何形塑我們的詮釋。這是我們的第一道防線。

💕「愛台灣,我的選擇」系列第16發:熱愛台灣詩的美國學者白瑞梅(Amie Parry)
「我在加州內陸地區一個叫做聖伯納迪諾的小城市長大,隨後在聖地牙哥念大學和研究所,並獲得文學博士學位。求學期間我們必須至少選修一門外語,所以我就選了中文。1987年我大學畢業之後,跟朋友來了台灣一趟,在台灣教英文和學中文六個月,接著就自己一個人當起背包客在亞洲四處旅遊。
我本來想要研究中國古典詩詞,後來因為獲得傅爾布萊特獎學金,便又再度回到台灣。當時我在討論詩詞的聚會上認識了幾位現代派詩人,所以我就將研究主題轉而聚焦在台灣60、70和80年代的現代詩。我的博士論文探討的就是,以現代主義來理解現有政治語言中難以理解的現代性。我認為歷史形塑而來的經驗,往往比語言本身還要複雜。
我研究的那些詩作沒有明確的政治性,反而是有很強的實驗性質,並帶著詭譎的神秘感。當時我認識的現代派詩人大多是跟著國民黨飄洋過海來台的外省人,他們經歷過戰爭和顛沛流離,也經歷過劇烈且痛苦的歷史創傷。每個人的經驗都不同,在那個年代,也很難說出口。後來,我寫了一本關於詩的書,並聚焦在一兩位我覺得特別有趣的詩人。我在書中問了一些類似的問題:這些詩作如何幫你思考艱難的議題?
當時的現代詩已經頗有制度,許多詩人都有投稿《現代詩》這份重要的詩刊,有些詩人則是將詩作與戲劇結合。整體而言,台灣的現代詩、表演藝術和文學都發展地如火如荼,也深深吸引了我,但我還未全盤了解。當我完成博士論文時,我便獲得交通大學的教職,讓我對台灣的學術圈感到非常驚艷。而當我出版第一本著作時,我也很訝異能在美國獲獎;我根本不知道自己獲得提名,當時我問授獎單位:「為什麼選擇我的書?」他們表示:「因為書中其中一個章節是以跨國的架構來進行整體論述,妳不是單用西方的理論和東方的詩詞,而是從東西方共同錘煉出嶄新的知識。」
我目前任教於中央大學英美語文學系,除了擔任系主任之外,我也有教授寫作課、文學課和文學文化理論課程。從我1987年第一次來台灣到現在,我覺得台灣人愈來愈能自在地與來自不同地方的人交談,就個人經驗來說,我認為台灣社會愈來愈開放。我第一次來台灣時,經歷了許多台灣社會有趣的發展,也結交了許多朋友,並認識了許多學術圈的同好。我想,這些珍貴的回憶就是呼喚我再度回台的動力;就像是,如果你覺得這個社會充滿生氣和活力,而你也能夠參與其中、做出貢獻,我想這就是像家一樣的感覺吧!」

“I grew up in a small city in inland California called San Bernardino. I went to college and graduate school in San Diego. I got my PhD in literature. We were all expected to learn at least one language, so I did Chinese. I traveled to Taiwan with a friend right after I graduated from college in 1987. We came here to teach English and study Chinese for six months, then I traveled around Asia by myself with a backpack.
I originally wanted to study classical Chinese poetry. I got a Fulbright grant and I came back here. I started going to the poetry nights that were happening at that time. I met some of the modernist poets, and I switched my focus to the modernist poetry of the 60s, 70s, and 80s in Taiwan. I wrote my dissertation on modernism as a way of understanding the parts of modernity that are hard to know in the existing political language that we inherit. I think that experience in historical formation is always more complicated than the language.
These poems are not explicitly political; they're very experimental and strange. At the time, the modernist poets I met were mostly 外省, men who had been drafted and come over with the KMT, so they had experienced war and displacement, and a very intense and traumatic historical moment. People experienced it differently, and at that time, it was a hard thing to talk about. Later, I wrote a book about poetry, but I just focused on one or two poets I find really, really fascinating. And I was asking some of the same kinds of questions: how can these poems help you think about certain topics that are hard to think about?
At that time, Modernist poetry was a kind of an institution already. There was a journal called 現代詩, “Modern Poetry,” a really important journal that most of these poets were published in. Some of them combined poetry and theater. There's just so much going on in Taiwan in terms of poetry and performance and literature. It's just amazing. And I'm very interested in it at all, but I haven't kept up. After I finished my dissertation, I got a job offer at 交大. I thought, wow, there's something really amazing happening intellectually here. When my first book came out, it actually got an award in the U.S., and I was so surprised. I didn't even know it had been nominated. I asked them, ‘Why did you choose my book?’ And they said, because one of the chapters has a transnational of framework for the whole argument, so it wasn't like you used Western theories and Eastern texts, it's like the whole knowledge part is coming out of both places.
I currently teach in the English department at National Central University. I'm the chair and I teach writing classes, literature classes, and literary and cultural theory classes. Since my first visit to Taiwan in 1987, I think people are a little more comfortable talking to people from different places. In my personal interactions, I feel a difference, like a greater openness. Back then, there were so many interesting things happening here, all at one time, and that's the time that I happened to be here. And I made good friends in my personal life and in my intellectual life. And I think those are the things that made me come back: like if you feel that there's something interesting happening and there's some way that you can support it. 感謝你們如此歡迎我們。我很榮幸加入兩位優秀的參議員,達克沃絲、蘇利文都曾在我國的軍隊服役,他們的人生故事中,在亞太區域的承諾與參與,對我與許多人來說,很有啟發意義。
我在參議院的外交委員會,也在該委員會旗下的撥款委員會擔任主席,就是負責撥款給拜登政府把疫苗配發給全球夥伴的計畫。幾週前我們就在討論我們對全球與疫情還在如何危害全球健康的關切。我們也要求拜登政府與我們合作,跨黨派,跨參議院與眾議院的大連線,來對全球需要的國家提供關鍵的疫苗。
正如你聽到蘇利文參議員所說,美國與台灣的關係既長久且深遠,並且正因為疫情爆發初期,台灣致贈了1000萬的口罩給我們,這讓美台關係,更為有目標、動人、並真實。畢竟當時我們還在擔心找口罩時,有些國家還在利用他們手上有的PPE等資源,來為自己謀取政治利益。
此刻,我們宣佈,在拜登政府與美國國會要提供相當關鍵的8000萬劑疫苗給全世界時,這是首批。因為台灣被世界衛生聯盟(按。應為口誤)阻擋在外不能加入,並且在尋購有效的疫苗的過程中,被四處樹立路障。我們認為現在尤其重要,我們肯定拜登政府的倡議並且有國會兩院跨黨派的支持,把這些在前任政府督導下研發出的有效、安全的疫苗,分享給我們全球的夥伴。

我的選區是一個小州,德拉威爾。我前任的議員,就是現任的美國總統。42年前,他對台灣關係法投下了贊成票。在來台灣的飛機上,我們一行人有人正在讀一本書,有關台灣關係法的歷史,並且與我們大家簡述分享。丹(蘇利文參議員)永遠都是那個學者型的(笑)。而被提醒這件事是很重要的:這不是一段新關係,這不是一個新夥伴關係。我上次來,我正陪同我們AIT的酈英傑處長,參加AIT一座新中心的成立,美麗、先進的建築的落成開幕典禮。

你好,thank you so much for welcoming us. It is such an honor, for me to join with these two tremendous senators. Senator Duckworth and Senator Sullivan, who have served our nation in our nation’s military, whose personal stories of commitment and engagement in this region of the world are inspiring to me and many others. I serve on the Senate Foreign Relations Committee, and I chaired the appropriation sub committee in the Senate that is funding vaccine distribution to the world in partnership with the Biden Administration. As we were discussing, weeks ago, our concerns about the world and about this pandemic as as it continues to be a threat to health around the world. We were urging the Biden Administration to work with us, a bipartisan group across the Senate and the House, to announce significant donations of vaccines to the nations in need.
As you’ve just heard from Senator Sullivan, it is a long and deep relationship between the United States and Taiwan that was made purposeful and poignant and real for us in the difficult early days of this pandemic by a gift of contribution of 10 million masks that, at the moment when Americans, we were worried where they could find masks and where some other countries use that access to PPE, to their political benefit.
In this moment, we are announcing, the first of what is going to be a significant effort by the Biden Administration and the United States Congress to provide up to 80 million doses to many countries around the world and because Taiwan has been prevented from joining the world health alliance has had roadblocks put up towards its access to save effective vaccines we thought its of particular importance to celebrate the Biden Administration’s initiative and the support of congress that is bipartisan. In taking these effective and safe vaccines developed under the previous administration of the United States and with partnership around the world. And make certain that the people of Taiwan know, there are some countries that question whether the United States will come to the aid of our friends in Taiwan. This is the moment we thought was urgent and important for us, Mr. Foreign Minister, to make it clear, that we intend to do so.
I represent the small state of Delaware, my predecessor is now the President of the United States. 42 years ago, He voted for the Taiwan Relations Act, as we were traveling, members of our company was reading a book about the history of the Taiwan Relations Act and sharing with us about it. Dan is ever the scholar. And it was helpful to be reminded, this is not a new relationship, this is not a new partnership, I was last here with AIT director Christensen when we were opening a beautiful new state of the art facility center, for United States engagement here with Taiwan.
As we return tomorrow to the United States Senate, we will be taking votes this coming week, to pass this significant piece of legislation. Coming out of the Foreign Relations committee, it was known as the Strategic Competition Act, it includes the provision to make clear, again, the strength of the US-Taiwan relationship. As it moves through the full Senate with the support of these two senators who are on the Commerce Committee, as it is being shaped and finally hopefully enacted. There is always changes of legislations to come, but I am very hopeful, that we will take a strong bipartisan vote in the coming week, and pass the US Innovation and Competitiveness Act. It specifically recognizes the strategic importance of US-Taiwan relationship, the urgency of investing in innovation, and taking steps such as we take today, the announcement of this vaccine contribution, to more tightly weave together, the open societies, the democracies of the world, those that value innovation and science, those that protect inventions, and those that want to use the fruits of that science to help the world move past this terrible pandemic, not by adding strings to it, but by giving freely of what both of our societies have been able to develop, thank you.

薩列哈爾德(Salekhard)位於俄羅斯西伯利亞北極圈內,一座只有500多年歷史的城市,因為位置偏遠、氣候嚴寒,最初只係流放政治犯的地方,作為探訪涅涅茨族的入口,今集非常旅人帶大家遊覽呢座非熱門旅遊地點的北極城市…仲有傳說中的午夜太陽添!
由香港飛到俄羅斯首都莫斯科,再飛到地球唯一一座座落在北極圈上的城市:薩列哈爾德(Salekhard),展開一場探索極地孩子夢想的旅程...

【俄羅斯西伯利亞旅遊】北極圈上的城市:薩列哈爾德 -《遊牧孩子的夢想》
4個年輕人參加了M21主辦的《非常旅人任務:關愛孩童》
目的為探訪俄羅斯西伯利亞的西北部的一個部落 - ??茨族。我們探訪俄羅斯西伯利亞的學校的小朋友都是孤兒。過程雖然艱辛,但一切都很有意義。
薩列哈爾德(Salekhard)位於俄羅斯西伯利亞北極圈內,一座只有500多年歷史的城市,因為位置偏遠、氣候嚴寒,最初只係流放政治犯的地方,作為探訪涅涅茨族的入口,今集非常旅人帶大家遊覽呢座非熱門旅遊地點的北極城市…仲有傳說中的午夜太陽添!
由香港飛到俄羅斯首都莫斯科,再飛到地球唯一一座座落在北極圈上的城市:薩列哈爾德(Salekhard),展開一場探索極地孩子夢想的旅程...
這個俄羅斯西伯利亞旅程真的令自己成長不小!我在這次旅程中做攝影師,這些影片都是在原有影片上加上自己的個人感受而製作的,旅程的正片都在青協M21的官方頻道。
