แล้วทำไมต้องทำสงครามการค้า? นี่เป็นเรื่องที่ซับซ้อน อธิบายอย่างง่ายที่สุดก็คือ Donald Trump มองว่าอเมริกานั้น “เสียดุลการค้า” ให้กับจีนมาอย่างต่อเนื่องยาวนาน กล่าวคืออเมริกานำเข้าสินค้าจากจีนมากกว่าส่งออกสินค้าไปจีน Trump มองว่านี่เป็นการทำให้เงินไหลออกไปสู่ชาติคู่อริมากเกินไปแล้ว ต้องทำอะไรสักอย่างเลยประกาศ “สงครามการค้า” ซึ่งในทางปฏิบัติก็คือการเพิ่มภาษีสินค้านำเข้าจีน เพื่อกดดันจีนให้ทำข้อตกลงการค้ากับอเมริกาใหม่ เพื่อให้อเมริกาเสียเปรียบน้อยลง อย่างไรก็ดีจีนมีหรือจะยอมง่าย ๆ จีนก็โต้กลับเช่นกันด้วยการประกาศเพิ่มภาษีสินค้านำเข้าจากอเมริกาเช่นกัน

ที่อเมริกาทำแบบนี้ ฐานคิดก็คือว่าอเมริกาเป็นชาติที่นำเข้าสินค้าจากจีนมหาศาล ถ้าตั้งกำแพงภาษีปุ๊บ ภาคอุตสาหกรรมเพื่อการส่งออกของจีนทั้งหลายก็จะเสียหายหนักแน่ ๆ และจีนก็ต้องยอมในที่สุด

ในทางปฏิบัตินี่หมายถึง ถ้าอเมริกาเพิ่มกำแพงภาษีสินค้าจากจีน สิ่งที่จะเกิดขึ้นแทบทั้งหมดก็คือ พวกคอมพิวเตอร์ไปจนถึงเครื่องจักรในอเมริกาที่นำเข้าจากจีนจะแพงขึ้น และมันแพงขึ้นเพราะของพวกนี้ยังไงก็ต้องนำเข้าจากจีน อเมริกาเลี่ยงไปซื้อจากประเทศอื่นไม่ได้ เพราะถึงราคาเพิ่มแบบบวกภาษีเข้าไปแล้ว สินค้าจีนก็ยังถูกกว่าที่ผลิตในประเทศอื่นอยู่ดี

ในทางกลับกัน ทางฝั่งจีน สินค้าที่นำเข้าจากอเมริกาหนัก ๆ ถ้าไม่นับพวกเครื่องบินแล้ว มันเป็นพวกสินค้าเกษตร ผลที่เกิดขึ้นหลังจีนเล่นงานสินค้าอเมริกาพวกนี้ ด้วยกำแพงภาษีและขึ้นราคา คนก็จะหันไปซื้อสินค้าเกษตรจากประเทศอื่นที่ราคาถูกกว่าราคาสินค้าอเมริกา+ภาษีนำเข้าแทน เพราะสินค้าพวกนี้ประเทศไหน ๆ ก็ผลิตได้

กล่าวคือถ้า “แลกกันคนละหมัด” ด้วยการขึ้นภาษีแล้ว จีนมีโอกาสเจ็บน้อยกว่าอเมริกาเยอะ ผลสุดท้ายก็คือ ตอนนี้อเมริกายิ่งขาดดุลการค้าจีนหนักเลย

ซึ่งจริง ๆ เรียกนี่ว่า “สงคราม” ก็คงถูกแล้ว เพราะตรรกะที่ดำเนินอยู่ในฝั่ง Trump ดูจะไม่ใช่ตรรกะทางเศรษฐกิจอีกแล้ว เพราะการคิดคำนวณแบบดูผลได้ผลเสียทางเศรษฐกิจ มันไม่สมเหตุสมผล ตั้งแต่ก่อนเริ่มสงครามการค้าแล้ว และพอสงครามเริ่มจริง ๆ มันก็ยิ่งชัดว่ามันไม่สมเหตุสมผล

สุดท้าย มันเป็นเรื่องการเมืองที่แฝงตัวเข้ามาในนโยบายทางเศรษฐกิจมากกว่า เพราะอเมริกากลัวการที่จีนจะกลายเป็นมหาอำนาจทางเทคโนโลยีอยู่แล้ว เพราะนั่นไม่ใช่เรื่องของแค่การพ่ายแพ้ในทางการค้าทั้งนั้น แต่มันกระทบของอำนาจอเมริกาในระดับโลกแน่ ๆ ถ้าปล่อยให้บริษัทเทคโนโลยีจีนขยายตัวไปเรื่อย ๆ แบบที่เป็นอยู่

ซึ่งการที่อเมริกา “กวนโอ๊ย” บริษัทที่ใกล้ชิดกับพรรคคอมมิวนิสต์อย่าง Huawei สารพัดตั้งแต่แบนสินค้า Huawei ในอเมริกามาตั้งแต่ปีมะโว้ มาจนถึงการฝากให้แคนาดาจับผู้บริหาร และล่าสุดก็สั่งให้บริษัทอเมริกาทั้งหลายเลิกทำธุรกิจกับ Huawei ก็ล้วนดูจะเป็นตัวอย่างที่ดีมาก ๆ ว่านี่มันไม่ใช่เรื่องของแค่ “การค้า” แล้วมันเรื่อง “การเมือง”

ทั้งหมดนี้ก็ไม่ได้หมายความว่าที่ Trump ทำไปไม่มีเหตุผลโดยสิ้นเชิง เพราะถึงการประกาศสงครามการค้านั้นจะดูไม่เข้าท่าสุด ๆ ในทางเศรษฐกิจ แต่นั่นก็คงเป็นวิธีเดียวที่จะทำได้จริง ๆ เพื่อจะ “กดดัน” ไปจนถึงลดอำนาจทางการเมืองของจีนในระดับโลกได้

สุดท้ายนี้ก็อย่าลืมกันนะครับว่า ถ้าขนาดอเมริกายังหยุดจีนไม่ได้ ก็คงจะไม่มีใครอีกแล้วในโลกที่จะหยุดจีนได้ และการสู้กับศัตรูที่แข็งแกร่งระดับนั้น การสู้แบบ “ไม่เจ็บ” เลยก็คงจะเป็นไปไม่ได้ หรือกระทั่งการสู้แบบ “หมดหน้าตัก” ก็คงจะไม่แปลกอะไรเช่นกัน ถ้าหวังจะชนะ
