│英國政府奇襲成功！Amazon宣佈剛剛殺青的魔戒影集下一季將退出紐西蘭、移師英國拍攝│

• Amazon 投資高達10億美元的史上最貴電視節目《Lord of the Rings 魔戒》衍生影集（正式名稱未定，會是魔戒三部曲的前傳）才結束第一季在紐西蘭的拍攝工作，剛剛就無預警宣佈第二季將不再選擇紐西蘭作為拍攝場景，準備移師前往提供更優惠條件的英國。 Amazon 整個決策過程高度保密，完全將劇組人員以及紐西蘭協拍單位蒙在鼓裡，直到正式發佈消息的20分鐘前才通知相關人等，成為週五最讓人措手不及的產業消息。

• 魔戒電影帶來什麼：Peter Jackson 的魔戒三部曲電影除了2.8億美元的製作成本絕大多數花在當地之外，還帶來了驚人的觀光經濟效益。根據維基百科的 Tolkien tourism 條目，紐西蘭的年度觀光人數從2000年的170萬快速增長至2006年的240萬，成長幅度高達40%。在此同時，連同《The Hobbit 哈比人》系列電影一共六部好萊塢大片大幅提升了紐西蘭當地的影視製作產業體質，迅速升級為全球電影工業鏈中最重要的後製中心之一。Peter Jackson 的 Weta 工作室就是其中最著名的例子。

• 好萊塢的外景經濟：由於美國（特別是好萊塢所在的洛杉磯）的拍攝成本高漲，好萊塢劇組原本就很樂意移師國外拍攝。各國覬覦劇組帶來的影視製作產業花費和就業機會，同時也企圖複製紐西蘭的觀光行銷經驗（雖然從來沒有第二個地區曾達到同樣成功的效果），不斷祭出高額補貼來爭取成為好萊塢劇組的拍攝地。通常以稅點方式給劇組的獎勵金額因為經常設有保密規定，所以外界能得到的數據只是估算或是某些消息來源所掌握的版本：其中魔戒系列電影在紐約時報的報導中一共拿到1.5億美元補助，哈比人系列也有消息指出補助金額可能超過1億美元（也有人說是2500萬）。

• 補住金額談不攏：為了 Amazon 名稱未定的魔戒影集，紐西蘭政府祭出了比原本提供給外國劇組的20%退稅獎勵還要優惠的條件，額外又給了5%退稅獎勵。這個獎勵政策的強度可說是世界數一數二。早先紐西蘭政府的文件顯示該劇第一季製作成本高達4.55億，推算補助金額必須準備高達1.14億美元（後來官方改口說數字有高估）。而 Amazon 對外公開的數字則稱拿到了2310萬美元。然而這次半路劫走劇組的英國政府的退稅獎勵同樣也高達25%。同時因為英國本來就是包含多個 Amazon 劇組在內的歐洲拍攝重鎮，對 Amazon 來說不僅管理方便，也可以把各個劇組的影響力加總起來增加對政府的談判籌碼。

• 邊境管制嚇跑劇組：Deadline 提供的 Amazon 另外一個跳船理由是疫情期間紐西蘭政府實施的邊境管制嚇跑了魔戒遠征軍。該劇是在去年 COVID-19 爆發之前就已經啟動的製作案，而疫情情間紐西蘭政府實施的邊境管制導致劇組中的許多外國演員（半數來自英國）都必須與家人長期分離，甚至將近兩年無法從紐西蘭離境。另一方面邊境管制也使 Amazon 的美國主管無法親臨拍攝現場督導這個大案子。在今年五月底 Amazon 宣佈以87億美元收購 MGM 之前，這個史上最貴的節目等於是 Amazon Prime Video 生死存亡的最大賭注。扛著巨大壓力的 Amazon 主管顯然非常有理由選一個他可以不用偷渡就能合法進場督導的拍攝地。

• 紐西蘭政府成為箭靶：由於先前 Peter Jackson 六部電影的經驗，紐西蘭人原本理所當然地以為可能會拍攝高達六季的 Amazon 魔戒影集也會一直在紐西蘭拍攝到天荒地老。許多紐西蘭人包含反對黨政治人物第一時間的反應是質疑政府官員多給了5%退稅特別待遇的禮遇，居然忘記在合約中要求不能只拍一季拿了錢就閃人，完全是漫不經心，害紐西蘭錯失這個劇組可能帶來的巨大效益。不過實際上依據 Amazon 的聲明，他們因為最終也無法符合那5%退稅的規定，所以準備放棄該補貼，只會申請原本規定的20%退稅獎勵。同樣也是到最後一刻才發現被 Amazon 棄單的紐西蘭電影委員會執行長 David Strong，則表示自己因為失去這個劇組而感到羞恥，但同時該劇組的離去也空出了更多的服務能量可以迎接其他劇組，他們一定會確保紐西蘭能滿足其他劇組的服務需求。

• 後續：雖然已經決定跟紐西蘭分手，但 Amazon 表示已經完成拍攝的第一季節目將會持續留在紐西蘭進行後製工作，並於2022年9月在 Amazon Prime Video 上架。此外，該節目第二季則將在2022年初於英國展開拍攝。
