中大公布第二批校園環境檢測結果
香港中文大學(中大) 早前委託獨立認可實驗室於不同時間在校園不同地點,抽取空氣、水質及泥土樣本,並送往化驗。大學已收到了第二批校園環境檢測結果。
因應有大學成員對校園可能殘留CS(鄰-氯代苯亞甲基丙二腈)的疑慮,校方已經進一步安排樣本檢測,預計將於二至三星期後收到結果,並盡快公布。
今日(12月12日)公布的第二批校園環境檢測結果包括13個泥土樣本(#1至#12 、S8)以及兩個水樣本(W9、W10)的化驗結果,摘要及參考水平如下﹕

結論
(1) 泥土樣本
化驗結果顯示12個泥土樣本(#1至#12)的二噁英含量遠低於香港環保署在2007年發出的《按風險釐定的土地污染整治標準的使用指引》中「按風險釐定的土壤污染整治標準(公園)」之數值。這表示二噁英在這些泥土(#1至#12)的含量水平並不顯著,化驗結果與距離2號橋較遠位置的泥土樣本 (S1至S7、S9) 相若 (見表一)。
至於總多氯聯苯的化驗結果,所有泥土樣本 (#1 - #12)都遠低於前述由香港環保署發出的使用指引中(公園)標準之總多氯聯苯含量 (0.756毫克/公斤)。(見表一)
關於泥土樣本 (#1 - #12) 中多環芳香烴的含量,全部均低於參考文件中所規定的水平 (見表一)。 至於多環芳香烴中個別的化合物含量,可於此處瀏覽。
一個含有黑色煙熏物質的泥土樣本 (S8),在夏鼎基運動場裡被火燒焦的墊褥附近採集。測試結果顯示二噁英的含量相比其他泥土樣本為高,但仍相等於使用指引中的參考水平大約十分之一。這個略高的數值可能是由燃燒塑膠或墊褥的塑料部分引起。S8的其他測試參數例如總氰化物、總多氯聯苯和多環芳香烴,它們的含量遠低於在相關參考文件所規定的最低數值(見表二)。
(2) 水樣本
兩個水樣本從賽馬會研究生宿舍(一座)採集。化驗結果顯示兩個水樣本(W9 及 W10)中二噁英含量介乎4.6至4.7皮克/升。根據美國國家環境保護局建議的飲用水標準,其水樣本 (W9 & W10)中二噁英含量並不顯著。其他測試參數例如總氰化物、總多氯聯苯和多環芳香烴,它們的含量遠低於在相關參考文件所規定的最低數值 (見表三)。
從上述結論可見,這些污染物在泥土(#1 至 #12、S8)和水(W9 及W10)樣本的含量對健康的危害不顯著。

CUHK Releases the Second Batch of Test Results on Campus Environment
The Chinese University of Hong Kong (CUHK) earlier appointed an independent accredited laboratory to collect air, water and soil samples at various locations and at different times on campus and sent them for testing. The University has just received the second batch of test results.
In addition, in response to the concerns of some University members over the level of CS (2-chlorobenzalmalononitrile) on CUHK campus, the University has arranged to conduct another round of tests. The results will be announced as soon as they are received in 2-3 weeks’ time.
Here is the summary of the second batch of test results including 13 soil samples (#1-#12 & S8) and 2 water samples (W9 & W10) compared with the guidance notes/international standards.

Conclusion
(1) Soil samples
Among the 12 soil samples (#1-#12), the dioxins (I-TEQ) are well below the Risk-Based Remediation Goals (RBRGs) of dioxins in soil (I-TEQ) for public parks as quoted in the Guidance Manual for Use of Risk-Based Remediation Goals for Contaminated Land Management published by Hong Kong Environmental Protection Department (HKEPD) in 2007. This indicates that the dioxins (I-TEQ) levels in these soil samples (#1 - #12) are not significant, and the results are comparable to soil samples (S1-S7 & S9) collected in the more distant locations away from No. 2 Bridge (see table 1).
Based on the test results of Total Polychlorinated Biphenyls (PCBs), all soil samples (#1 - #12) are lower than the respective limits of PCBs level (0.756 mg/kg) for public parks cited in the aforementioned Guidance Manual from HKEPD (see table 1).
Regarding the Polycyclic Aromatic Hydrocarbons (PAHs) levels for these soil samples (#1 - #12), all of them are below the level as required by the reference document (see table 1). For the figures of individual PAH compounds, please click here.
A soil sample with black-smoked materials (S8) was collected in the vicinity of the burned mattress in Sir Philip Haddon-Cave Sports Field. The test result of the dioxins (I-TEQ) level is relatively higher than that of other soil samples though it is only about one tenth of the reference level cited in the Guidance Manual. The possible reason for the elevated result may be due to the burning of rubber or plastic components of the mattress. For the other testing parameters such as Total Cyanide, Total Polychlorinated Biphenyls (PCBs) and Polycyclic Aromatic Hydrocarbons (PAHs) for the sample (S8), they are all well lower than their respective limits as required by the related reference documents (see table 2).
(2) Water samples
Two water samples (W9 & W10) had been collected from Jockey Club Postgraduate Hall 1. The test results reveal that the dioxins (I-TEQ) levels for both samples (W9 & W10) are from 4.6 to 4.7 pg/L. In accordance with drinking water standards from United States Environmental Protection Agency (USEPA), the dioxins levels for these water samples (W9 & W10) are not significant. For the other testing parameters such as Total Cyanide, Total Polychlorinated Biphenyls (PCBs) and Polycyclic Aromatic Hydrocarbons (PAHs), they are all much below their respective limits as required by the related reference documents (see table 3).
In view of the aforementioned interpretation, the health hazards of these contaminants from the soil (#1 - #12 & S8) and water (W9 & W10) samples are negligible.

【外國月亮不是特別圓】
投入國際連結工作好一段時間,有時覺得大家也會期望「外國月亮總是特別圓」,但其實西方國家政治人物支持香港,從來不是理所當然,當中亦會涉及不少商業利益考慮和國際壓力,以及部份左傾政客仍會不知何故地,對中國共產政權抱有良好幻想,這種情況在歐洲較為明顯。
德國左翼黨的國會議員,竟在國會發言表示「理應支持我們在北京的共產朋友」固然讓人大跌眼鏡,尤其是中共從根本地就是循從威權主義和國家資本主義的極右政黨。
有時對於國際政客不理解香港,也是有點無奈,但我們香港作為國際大都會,對於世界各國的抗爭運動,又何嘗不是缺乏足夠理解,只盼在抗爭持續的情況下,香港人能夠繼續努力,讓世界理解我們,與香港同行。
早前睇一份德國國會內嘅辦論,有位Die Linke嘅議員話要支持中共,因為大家都是左翼共產主義支持者,不用分得那麼細。我見內容有所偏頗就寫左篇文。中文翻譯見下文。

近日德國國會內, 一位Die Linke的國會議員Stefan Liebich對香港的事作出評價,這些評價實在令人難以茍同。
Liebich指「Die Linke理應支持我們在北京的共產朋友」。但中國共產黨除了名字內有「共產」兩個字外,其實際行動與共產理念差天共地,實在不是Liebich想像中共產主義的好朋友。
中國共產黨是一個極權,除了擴張政治與經濟勢力外,中國共產黨什麼都不會理會。不論是無產階級的死活,或者是工人階級,對於中國共產黨來說只是擴張實力的工具,隨時可以為了經濟或政治利益犧牲或捨棄。 中國共產黨實質上是由一群搜刮民脂民膏致富而滿肚腸肥的黨員領導。中國共產黨甚至對自己的人民進行全天候的監控,打壓、拘捕異見人士。
由此可見,中國共產黨本質上是一個極右政黨,而非Liebich以為的左翼。 北京政府不是以共產理念管治中華人民共和國,反而是以物質主義操縱國民。中國背後並沒有一套穩固的價值觀支撐,唯有金錢才是中國人和中國政府信仰的理念。中國的任何行動,從來都不是由價值推動,而總是由金錢和利益推動。
中國共產黨只是一個「掛羊頭賣狗肉」的「共產」黨,它相當擅長扮演共產主義的支持者,與Liebeich想像中「馬克思主義的的同路人」相差甚遠。我們應該要小心分辨真正的共產主義者與打著共產主義旗號行惡的政權之間的分別。
Leibich亦在發言時提到八國聯軍與相關歷史,指「香港被英國以軍事手段從中國手中搶去。撇除對於中國的批評,我們樂見不公義的殖民主義完結」。但現實上,清朝是被當時被視為外族的滿洲人統治。當時的「中國」與今天我們認知的中華人民共和國並不是同一個國家。所以,Leibich所指的「香港被英國不公義的殖民」,其實嚴格來說是鴉片戰爭後,香港的管治權從滿洲人手中交到英國人手中。
清朝末期發生申亥革命,中華民國成立。及後因國共內戰,中華民國政府輾轉於1949年12月撤退至臺灣。如果按照Leibich的邏輯,香港主權理應是移交予中華民國政府,而非中華人民共和國。
另外,香港人本來擁有聯合國1960年在《給予殖民地國家和人民獨立宣言》中賦予非自治領土人民自決前途的權利。但因為中國強烈反對港澳被定義為殖民地,而應為「被英國和葡萄牙當局佔領的中國領土的一部分」。中國代表單方面宣稱港澳的地位,都屬中國主權範圍內,甚至指:「聯合國並沒有權討論這些問題。」最後才令香港再名單中被除名,失去前途自決的權利。
而觀乎而今情況,即使香港主權移交予中國後,不公義不但沒有消失,反而更加明顯與嚴重。Leibeich在發言時指「撇除對於中國的批評,我們樂見不公義的殖民主義完結」,我很希望,他不是指他將無視數以百萬計的少數民族關押在在教育營當中、六四屠城死去的學生、香港早前被實彈近距離射中的兩位男孩、被24小時監控的中國人、捨生取義爭取人權的香港人,而去支持中國共產黨只因其聲稱自己是「共產主義者」。
人權自由是人類文明近百年來的基石,中國共產黨的行為,與絕大部分我們珍視的政治價值並不相容。在任何情況下,我們都不可能支持一個獨裁的殺人政權。
Recently, in the German Bundestag, Stefan Liebich made a few remarks regarding Hong Kong. Mr. Liebeich says his party Der Linke should support their communist friends in Beijing. “Logisch, dass Der Linke Liebich seinen Kommunistenfreunden in Peking wieder den Rücken stärkt.(It is logical that Die Linke Liebich should again support his communist friends in Beijing.)” In my point of view, the Chinese Communist Party is just a party named itself as the “Communist”, what it does in China or in the world is in no way communistic.
PRC is a dictatorship that only takes the expansion of its economic and political power into regard, workers or its people are at its disposal whenever it sees fit. The “Communist” party cares neither about the people, nor the grassroots, it only cares about the economic benefit it gains from its business activities inside and outside PRC. The party leaders are all sitting in their offices with their pockets full of what they gain from exploiting the Chinese workers.
They carry mass surveillance 24/7 throughout China, arrests and detain descendants. Frankly speaking, the CCP is rather right than left.
The Peking Government is not running Communism, but materialism. The only thing the Chinese and the Chinese government worship is the dollar sign, nothing else. They do not take any values or ideology into account. The people are not motivated by values or beliefs, but by the economic benefits they see.
The CCP is not a communist party as Mr. Leibich conceived it is. The CCP is very good at creating the illusion that it represents the Marxist ideas. We should be very careful in examining the differences between those who claim to be communists and those who are communists.
Mr. Leibich also made reference to the history of the Eight-Nation Alliance in the late Qing Dynasty, saying that“ Auch Hongkong ist durch die britische Armee militärisch China abgepresst worden.(Hong Kong has been militarily squeezed out of China by the British army.)” and “Bei aller notwendigen Kritik an der chinesischen KP sagen ich: Es ist gut, dass dieses koloniale Unrecht zu Ende ist. (Despite all the necessary criticism of the Chinese Communist Party, I say: It is good that this colonial injustice has come to an end.)”
It is worth clarifying that during that time of History, China was ruled by the Manchus, who were considered as foreigners at the time. China at the time was not the Republic of China we know today. Therefore, Hong Kong was not military squeezed out of PRC but was being colonized by the British in substitution of the Manchus at that time.
Historically speaking, the successor of the Qing Dynasty is the Republic of China, which later was relocated to Taiwan due to the Civil War between 1927 and 1949. And Mr. Leibich’s claim that it is good that colonial injustice has come to an end is inaccurate, too. In this case, Hong Kong, ought to be returned to Taiwan (the Republic of China) but not China (People’s Republic of China), to end the colonial injustice.
What is more, Hong Kongers were supposed to be able to exercise our right to self-determination and really being able to be free from colonialism. Yet Hong Kong was actually removed from the U.N. list of Non-Self-Governing Territories upon PRC’s request.
And clearly, under PRC’s rule, injustice is more than just apparent in Hong Kong currently. Mr. Leibich’s remarks of “despite all the necessary criticism of the Chinese Communist Party”, I truly hope that he is not suggesting that one would neglect the millions of ethnic minorities being detained in re-education camps, those who died in the JuneForth Masaccare, the two young Hong Kong boys who were shot by live rounds, the Chinese who were placed under surveillance 24/7 and all my fellow Hong Konger who are fighting for fundamental rights with their lives, but support the CCP’s action because it claims to be a communist party.
I see of no reason, why anyone should support a dictatorship that would brutally murder its own people. CCP is totally going against what most political ideologies in the world stand for, and I do believe we can all agree on the fundamental rights of all members of the human family that ought to be respected as that is the foundations of human civilization.

Public consultation on District Council Election proposed guidelines
I write to object to Chapter 3 of the Proposed Guidelines, as it gives Government an unjust, unfair, and unchecked power to disqualify any candidate during the nomination period by reason of Government’s own political motives.
Chapter 3.1 of the Proposed Guidelines says that : “Under the law, the validity of a candidate’s nomination is to be determined by the Returning Officer (RO). The EAC is neither empowered nor involved in the making of such decision and would not provide any advice on the decision made by the RO”.
Chapter 3.9(b) of the Proposed Guidelines describes the requirement by which a candidate must declare (through signing a “Confirmation Form” by the EAC) that he would uphold the Basic Law and pledge allegiance to the HKSAR.
It is totally unclear whether a Confirmation Form duly signed by a candidate is itself sufficient to discharge the candidate’s duty to declare his willingness to uphold the Basic Law and pledge allegiance to the HKSAR when he is elected to the office.
Previous elections showed that an RO, who was a civil servant (pitched at Administrative Officer Staff Grade C / District Officer) appointed to the role of RO prior to the election, could make subjective and arbitrary judgment about a candidate’s state of mind and political orientation, with selective reference to some or a few past writings, speeches, statements, expression of opinions, posts in social media platforms in relation to the candidate, instead of merely looking at a Confirmation Form duly signed.
I find it outrageous to see that Ms. Anne Teng, then District Officer (Eastern) appointed to the role of RO in a legislative council by-election last year, could refuse to acknowledge a confirmation form signed by Miss Agnes Chow Ting and disqualify her, citing absurd and arbitrary reasons with reference to some of Miss Chow’s previous remarks or those of her political party, and without giving Miss Chow a fair opportunity to respond to those reasons uttered unreasonably by the RO.
The Proposed Guidelines shows that the EAC has failed its duty to introduce any additional safeguard or measures to plug this unreasonable, unlawful and unconstitutional loophole, which may still be freely exploited by any RO in the next election driven by bad faith and political motive.
It is unacceptable that the EAC could confess that it is “neither empowered nor involved in the making of such decision and would not provide any advice on the decision made by the RO” (Chapter 3.1). I question how the EAC can still “ensure that an election is conducted openly, fairly and honestly at all times” – its statutory duty enshrined in the Electoral Affairs Commission Ordinance - when it is not involved in scrutinising or monitoring the exercise of an RO’s power in disqualifying any candidate at the RO’s own political preference.
The Guidelines did not describe in detail how an RO could, on his or her own, research during the short nomination period the political belief and past sayings of any candidate. The Guidelines are also silent as to whether the RO would have received biased or secret advice from any agency such as Department of Justice, Constitutional and Mainland Affairs Bureau, Home Affairs Department, Information Services Department, etc., which may have compiled a detailed recollection of a candidate’s previous remarks in advance. It was suggested by some that such a compilation of speech or opinion records prepared by any agency other than the RO could have assisted the RO unlawfully in reaching a dangerous disqualification decision to deprive a candidate of the right to stand for the election.
I must remind the EAC that the right to stand for election is a fundamental right guaranteed under the Basic Law and the Hong Kong Bill of Rights. The United Nations Human Rights Committee’s General Comment 25 also states that “political opinion may not be used as a ground to deprive any person of the right to stand for election.”
I am disappointed to see that the proposed Guidelines have not offered anything substantive to protect a candidate from the RO’s unlawful interference in the election by disqualifying candidates he or she dislikes. The EAC must look at this carefully to see what it can do.
The current remedy about determining the lawfulness of an RO’s disqualification decision through an election petition to be adjudicated later by the court one or two years after the actual election is totally unsatisfactory, with the lapse of time which delays the timely delivery of a just outcome.
I stress that I object to Chapter 3 of the Proposed Guidelines in its entirety. I urge you to review all the processes described in Chapter 3 again and independently. In so doing, you must resist all political considerations wrongly dictated by the Chief Executive, Constitutional and Mainland Affairs Bureau, Department of Justice, or other government agency seeking to disturb the fairness and integrity of the forthcoming district council election.

建議指引第三章第一部分(3.1)指:「根據法例,候選人的提名是否有效 ,完全是由選舉主任作出決定,選管會無權並一向沒有參與, 亦不會給予任何意見。」
建議指引第三章3.9(b) 要求候選人透過簽署選管會擬備的確認書表明他/她擁護《基本法》並保證對香港特別行政區效忠。
至於候選人是否能夠簽署確認書就能滿足擁護《基本法》並保證對香港特別行政區效忠的要求,建議指引對此完全沒有清晰交代。
過往選舉顯示,首長級丙級政務官/民政事務專員級別的公務員於選舉前獲委任為選舉主任,便能夠就候選人的思緒及政治取向作出主觀且隨意獨斷的決定,並只需揀選候選人往日曾經發表的文章、言論、宣言、意見表達、社交媒體帖文以及社交媒體專頁發佈關於對候選人的帖文穿鑿附會,當作輔證,而非僅以候選人是否有簽署確認書為單獨基礎作判斷。
去年立法會補選,時任東區民政事務專員鄧如欣獲委任為選舉主任,居然拒絕周庭小姐簽署的確認書,以周庭小姐及其所屬政黨昔日的言論去佐證選舉主任荒唐的理由,去褫奪周庭小姐的參選資格,並且沒有給予周庭小姐公平機會回應選舉主任的無理指控,實在令人憤慨。
由建議指引可見,選舉管理委員會並無引入任何措施或保障,去堵塞上述不合理、不合法、不合憲的漏洞。今後選舉主任依然可以使用此漏洞,依據其個人的政治目的或理念,惡意褫奪任何香港市民的參選資格。
選舉管理委員會於第三章第一部分(3.1)指:「根據法例,候選人的提名是否有效 ,完全是由選舉主任作出決定,選管會無權並一向沒有參與, 亦不會給予任何意見。」此點完全不可接受。當選舉管理委員會對選舉主任按其個人政治取向褫奪候選人參選資格的權力不作任何箝制、監察或審查, 又能如何履行其法定職責,「確保在香港舉行的選舉是以公開、公平和誠實的方式進行」呢?
建議指引並無對選舉主任如何可於短促的提名期內研究並審查任何候選人的政治理念及昔日言論有任何著墨。 建議指引亦未有論及選舉主任會否收到其他機構的秘密意見或者偏頗意見。上述的其他機構,例如律政司、內地及政制事務局、民政事務總署或政府新聞處等,可能預先詳細記錄相關候選人的昔日言論。據悉,上述由第三方準備的詳細記錄可能不合法地導致選舉主任作出褫奪候選人選舉資格的危險決定。
本人必須提醒選舉管理委員會,被選舉權是獲香港基本法及香港人權法案保障的基本權利。聯合國人權事務委員會第25號一般性意見亦指出:「不得以政治見解為由剝奪任何人參加競選的權利。」
本人對建議指引並未就保障候選人不被選舉主任按其個人喜惡褫奪資格,防止選舉主任非法干預選舉採取任何措施深感失望。選舉管理委員會必須詳細檢視自己對上述問題有何解決方法。
就選舉主任褫奪參選資格的合法性,目前透過選舉呈請,並於選舉完結一兩年後由法庭裁決的安排實在強差人意。當中所耗的時間令公義遲來。
本人對建議指引第三章完全反對。本人懇求主席重新並獨立審視第三章所包含的所有程序。在重新審視的時候,懇請閣下撇除並抗拒所有政治考量,尤其是來自行政長官、政制及事務內地局、律政司及其他政府機構企圖干預未來區議會選舉的誠信和公平性的政治考量。

This is a highly requested recipe and we’re excited that we can finally dish it out to you. Roland got this recipe from our uncle who is a retired zichar chef. It took him a few tries and a few consultations with his cousin who is still a zichar chef, to get this right. Hopefully you can make this recipe on your first try. Roland's cousin suggested that we use Thai yam because its texture is the best for yam ring so if possible, get Thai yam.

According to Hungrygowhere, yam ring is a uniquely Singapore dish, which was first created as a vegetarian dish. Today yam ring or sometimes referred to as yam basket, has become a zichar staple. 300g Thai yam

60g wheat starch (the one we used: Sunflower Wheat Starch - Tim Sum Flour https://fairprice.com.sg/product/sunflower-tim-sum-flour-wheat-starch-500g-147430)
90ml (slightly more than 1/3 cup) hot water
30g lard (can be replaced with margarine, butter or vegetable shortening)
1/2 teaspoon baking powder (https://amzn.to/2ZqpSvr)
Note: If you don't know how to get lard, just buy a piece of pork fat from your butcher and follow this video: https://youtu.be/PHlRSf6VpQo. The oil that comes out from the pork fat is lard - just let it cool down and then store it in the fridge and it will solidify. Use the crispy lard in your dishes by sprinkling some over. Super yummy!
