週一 (28 日) 美債殖利率仍處於低位，華爾街靜待週五最新的非農就業報告，科技股高歌猛進，臉書叩關進入兆元俱樂部，台積電 ADR 漲逾 2.6%，那指、標普改寫歷史新高。

貨櫃三雄續創天價，長榮市值攀升至 9277 億元，超車中華電，萬海更是叩關 300 元大關，市值超越聯電、台塑及南亞；彭博報導指出，蘋果考慮推出更大尺寸的 iPad Pro 機型，可望在近年內上市。

#全球期貨前五大漲跌幅 #昨晚美股表現

美國在台協會處長 #酈英傑（Brent Christensen）及副處長 #谷立言（Raymond Greene）即將離任，感謝他們為台美關係的付出！🇺🇸🇺🇸🇺🇸

讓我們一起回顧，在過去三年多來，台美關係的進展：

✅ 美國國會在朝野的支持下，通過多項法案，包括《#台灣保證法》、《#台北法》、《#亞洲再保證倡議法》等，充分顯示美國對台灣的支持是跨黨派的共識。

✅ 在2018年《#台灣旅行法》通過後，蔡英文 Tsai Ing-wen總統同年「同慶之旅」過境美國休士頓期間，也公開造訪美國太空總署（NASA）的詹森太空中心（Johnson Space Center）等單位，成為首位進入美國聯邦機構的我國現任總統。隨著台美關係持續深化，蔡英文出訪過境美國期間的行程規劃與媒體採訪也在雙方互信基礎上持續正常化。另外， 賴清德 副總統也於2020年以候任副總統的身分赴美參加一年一度的「國家祈禱早餐會」，顯示台美之間近年所累積的堅實互信基礎。

✅ 美國時任衛生部長 #阿薩爾（Alex Azar）、美國時任國務院次卿 #克拉克（Keith Krach）、前參議員 #陶德（Chris Dodd）、前副國務卿 #阿米塔吉（Richard Armitage）、前副國務卿 #史坦柏格（James Steinberg）、現任參議員 #達克沃絲（Ladda Tammy Duckworth）、現任參議員 #蘇利文（Daniel Scott Sullivan）及現任參議員 #昆斯（Christopher Andrew Coons）等相繼訪台，顯示台灣與美國間在各個層面更深的合作與進展。

✅ 美國國務院今年也修訂台美官員交往限制，新的交往準則更鼓勵台美官員往來。今年初，蕭美琴大使更成為1979年以來，台灣首位受到正式邀請、代表台灣政府出席拜登總統就職典禮的官員。同時，我國多位駐外代表，也與當地的美國大使密切往來。而「北美事務協調委員會」，也正名為「台灣美國事務委員會」，讓台美之間的往來更加密切。

✅ G7峰會、美日峰會、美韓峰會及歐美峰會，都相當重視台海議題，因此「#台海和平穩定的重要性」出現在各大峰會的聲明中。

✅ 台灣與美國簽署了「台美經濟繁榮夥伴對話合作瞭解備忘錄」、「美台基礎建設融資及市場建立合作架構」、「AIT-TECRO衛生合作備忘錄」、「5G安全共同宣言」及「設立海巡工作小組瞭解備忘錄」等，讓台灣與美國為區域繁榮及和平共盡一份心力。

✅ 在全球疫情嚴峻的時刻，#美國捐贈250萬劑疫苗，讓台灣人倍感溫暖，正是患難見真情、台美真友情的最具體展現。

回顧酈英傑、谷立言任內的台美關係全方面進展，我更加相信，「#真朋友真進展」不僅是一句口號，更真實地反映了台美之間的友好情誼，誠摯地感謝兩位傑出外交官的貢獻！🇺🇸🇺🇸🇺🇸
