Formosan Enterprise Institute 執行董事 Eric Du 與 台灣世代智庫 Taiwan NextGen Foundation副執行長 陳冠廷在台北世貿大樓 飛市達創意創新中心 Fastrack Creative and Innovation Center 共同舉辦國防新創論壇 (Defense Entrepreneurs Forum; DEF) 第三次活動。
國防新創論壇為一源自於美國的非營利網路，主要由軍方與民間熱衷於國防體系或國防產業創新的領導人組成，使會員能利用此平台互相交流，共同解決國家安全上的各種挑戰。主要成員包含軍方、產業界、投資界、學術界、政策圈、及社會企業。該組織已在美國、英國、澳洲設立各地分會，而台灣方面則是由台灣世代基金會與 FEI 共同承辦。
此次與會來賓包括前國安會副秘書長張旭成、文化大學王振軒教授、海軍、陸軍退役上校暨多位空軍司令部現役校級作戰、後勤、通信、政戰、情報官，以及海洋產業、電動車產業、網通設備與資訊安全產業代表參與。
本次論壇由FEI智庫董事Eric Du主講，談及當前美國國防思維新趨勢，面臨潛在威脅逐漸追上美國過去在戰術與武器上的優勢，以及面對新式不對稱作戰的考驗，現有的編裝、編列預算及武獲作業往往緩不濟急。美國國防部必須在創新上所做出各種嘗試，包含國防武獲機制、預算政策、和組織結構上都面臨改革需求。
與會軍官以及產業界代表，也提出許多任務受到政府採購法限制，採購窒礙難行以至於竟然無疾而終。在政府過於複雜且官僚的風險管理下，使大部分預算分配在少數武器系統上面，排擠其他戰力發展空間，反而變相地提高了戰略風險和投資風險。一位不具名的軍官也提到，許多軍事裝備，原本應該以與盟軍美軍有最大共通與相容性為前提，卻在立案過程中，層層加入不同意見，導致最後立案時成為四不像，變成台灣專屬規格，而在後勤維護、零件供應上造成諸多困難，導致妥善率偏低的種種國軍採購上的障礙。
DEF 台灣分會已在台北舉辦了三場活動，並會持續以座談會、沙發會的形式持續與國防產業社群互動，建立起台灣與美國國防創新人員之間的網路。請持續期待!
Formosan Enterprise Institute Director Eric Du and Deputy CEO of 台灣世代智庫 Taiwan NextGen Foundation 陳冠廷 (Chen Kuan-Ting), co-hosted Defense Entrepreneurs Forum(DEF)’s Taipei agora.
DEF is an U.S.-based nonprofit organization that aims to build a professional community for military and entrepreneurs to explore new ways to cooperate and drive innovation in national security. It has established local chapters in various U.S. locations, as well as international branches in UK, Australia, and Taiwan.
We were honored to have former Deputy Secretary-General of Taiwan's National Security Council, numerous active-duty and retired officers across service branches, and industry representatives from naval technology, electric vehicles, and network/cyber security sectors.
Eric Du spoke about the current innovation trends in the U.S. national security enterprise, including reforms or attempted reforms in acquisition, appropriation, and organizational construct. The event was followed by an enthusiastic discussion on challenges to Taiwan’s national defense innovation landscape. It was mentioned that capabilities or mission requirements are often constrained by procurement regulations. In an environment with complex and bureaucratic risk management, cost and schedule are allowed overrun on some larger MDAPs while leaving many other capabilities gaps unmet, thus increasing strategic risks and investment portfolio risks.
An unnamed officer also pointed out that capability needs and specifications must consider interoperability with U.S. forces. However, in the process of generating requirement and material solutions, additional specifications are forced upon with each iteration of review and analysis, creating high asset specificity for the proposed solution and as a result, rendering supply chain and maintenance difficult to manage.
