今天早上,美國在台協會、法務部調查局、外交部、日本台灣交流協會及澳洲駐台辦事處共同為「全球合作暨訓練架構 (#GCTF):新冠肺炎相關犯罪防制國際研習營」揭開序幕。來自31個國家超過300位與會者正參加本次線上研習營,與美國、台灣、日本和澳洲的執法專家學習最佳做法,並互相分享彼此的經驗,期望能將所學帶回自己的國家,以對抗新冠肺炎相關犯罪和不實資訊的新興全球挑戰。
美國在台協會副處長谷立言表示:「國際夥伴應通力合作,反制全球疫情下不肖人士所散布的不實資訊及犯罪活動。將台灣排除在國際執法工作之外會造成危險的漏洞,且這些漏洞可能會遭到惡意份子濫用。新冠肺炎相關犯罪也不例外。我們希望本次研習營能讓台灣分享專業知識給致力於應對這個跨國挑戰的夥伴。」

AIT, the Ministry of Justice Investigation Bureau, Ministry of Foreign Affairs, Japan-Taiwan Exchange Association, and Australian Office today jointly kicked off a Global Cooperation and Training Framework (GCFT) workshop on combatting COVID-19 related crimes. Over 300 practitioners from 31 countries are participating in this virtual workshop, learning best practices from law enforcement experts from the United States, Taiwan, Japan, and Australia, and sharing their own experiences to take lessons learned back to their own countries to confront the new global challenge of countering COVID-19 related schemes and disinformation.
According to AIT Deputy Director Greene, “There is a need for international partners to work together to counter the disinformation and crimes perpetrated by unscrupulous individuals in the context of the global pandemic. Excluding Taiwan from international law enforcement efforts creates dangerous loopholes that can be exploited by bad actors. COVID-19 related crimes are no exception. We hope this workshop will provide an opportunity for Taiwan to share its expertise with other partners working to address this transnational challenge.”

The 2019 Global Cooperation and Training Framework (#GCTF) Joint Committee drew to a successful conclusion recently in #WashingtonDC! MOFA, the Investigation Bureau of the Ministry of Justice and the Taiwan Centers for Disease Control all formed part of the Taiwan delegation, led by the director general of MOFA’s department of North American Affairs Vincent Yao!
The US delegation was led by #AIT deputy director Raymond Greene and the Japanese delegation was led by Japan-Taiwan Exchange Association deputy representative Shigehiro Nishiumi.
Department of State deputy assistant secretary of the Bureau for East Asian and Pacific Affairs Jonathan Fritz and Taiwan Coordination Office director Ingrid Larson also attended the meeting.
#Taiwan, the #US and #Japan not only reviewed the 2019 GCTF programs, but also discussed the priority areas for 2020. We will continue to cooperate under the GCTF framework and welcome like-minded countries to join us.
