【Dangerous Neighbor】The dire effects of illegal fishing
A free and open Indo-Pacific means good governance, economic activities that accord with international standards, and freedom from threats and coercion. Achieving this vision requires countries to work together in a constructive way.
Illegal fishing poses a severe threat to the economies, environment and security of Pacific Rim nations, according to the U.S. Coast Guard and a new report in the journal Science Advances. The report — titled Illuminating Dark Fishing Fleets in North Korea — highlights the risks of illegal fishing in the Pacific Rim. The report was authored by the Washington-based scientific research center Global Fishing Watch and a group of international research organizations. Global Fishing Watch says “dark fleets” are vessels that do not publicly broadcast their location, a common indicator they are engaged in illegal, unreported and unregulated (IUU) fishing. Global Fishing Watch used satellite technologies and machine learning to track fishing by Chinese vessels in North Korean waters — fishing likely in violation of United Nations sanctions.

Federal Bureau of Investigation national security agents in recent months have asked people who know both men for information on Mr. Guo’s activities, including the source of funds of a media company linked to him that hired Mr. Bannon in 2018 as a consultant, the people said.
The Wall Street Journal couldn’t determine the source of funds used to pay Mr. Bannon. But Mr. Guo has in the past used what appeared to be a third party to provide funds to a contractor. He said in a court filing that a Hong Kong company, ACA Capital, paid a $1 million deposit on separate work he commissioned from a research firm, Virginia-based Strategic Vision. At the time of the payment in January 2018, ACA Capital was owned by a man named William Je, Hong Kong corporate records show.
Mr. Bannon entered into a $1 million contract with Guo Media, which is owned by a Delaware entity, in 2018 for “strategic consulting services,” which included “introducing the Company to media personalities,” according to the contract, a copy of which was published by Axios.
Still, some have raised doubts about Mr. Guo’s loyalties. Mr. Guo hired Strategic Vision in 2018 to investigate certain people he said were tied to top officials of the Chinese Communist Party, according to court filings.
The FBI viewed Mr. Guo as a potential informant for the agency and tried unsuccessfully to cultivate him as one around 2017, according to people familiar with his recruitment. The FBI at that time also confronted Chinese agents who had allegedly come to the U.S. to force Mr. Guo to return to China and ordered them to leave the country, the Journal previously reported.

Came across this article by Hsieh Chih-Wei, the "apparent" escort of Tsai but a part-time "ambassador" to Germany. I am quite amazed by Hsieh's skill to scream and to stretch. His main argument:
"林環牆教授指控蔡英文沒有將博士論文交給 Senate House Library (SHL)的根據是一封2019年6月4日署名R.O.的倫敦政經學院圖書館助理給林教授回函裏的這一句話:
“ Unfortunately Senate House apparently never received a copy (and the IALS are unable to find their copy).” (林環牆“獨立調查報告” , 頁19)."
According to Hsieh, the fact that LSE library never had a copy of Tsai's "thesis" is not important. The most important thing is about how to interpret the word "apparently". According to Hsieh's dictionary:
"我劍橋字典的幾個說明及例句如下:
1,
used to say you have read or been told something although you are not certain it is true"
From here, Hsieh basically accuses Hwan Lin and Dennis Peng of
being poor in English or blinded by hatred to smear Tsai.
I looked up Cambridge dictionary online, but I could not find the definition Hsieh quoted. The actual explanation by Cambridge dictionary is:
"according to what seems to be true or what is likely, based on what you know"
I google the quote by Hsieh and only found it from a facebook helper.
Apparently, Hsieh willfully neglects the ultimate truth from the reply by R.O. of LSE. R.O. was clear that LSE never received Tsai's thesis based on her research and all the evidences she had gathered.
We need to know that, when it comes to legal matters, no one knows the real truth with 100% certainty. A jury can convict as long as it is beyond reasonable doubt. There can be still some lingering doubts. However, R.O. was certain that the LSE never had Tsai's thesis, but she wanted to hedge a bit by indicating her conclusion was derived from all the evidences she had by using this word "apparently". Using the word "apparently" does not mean that she was not sure or had doubts, but simply that she could not claim 100% certainty, as nobody could.
This is called the art of hedging in English writing. Scientists do that in journal publications all the time. Apparently, Hsieh has never learned hedging in English or German writing.
From there, if Hsieh is still wondering what R.O. meant, he apparently (based on all the evidences I see) is a full time "escort" of Tsai, but only a part-time "ambassador" to Germany. Hsieh also "apparently" is poor with logic thinking and basic legal training.
I wonder who is actually with a heavily blurred vision of justice.
