To Hong Kong-ers,
Hong Kong young people truly love you
I am a post-80s.
I participated in both the march and protest on June 9 and June 12. I was among the protestors whom the Police fired teargas. I witnessed a large number of youngsters being treated with brutality. During the protest, I discovered a weird phenomenon—why after 1.03 million people went on the strike on June 9, another large-scaled conflict in Admiralty on June 12 which the police fired more than 150 teargas, bean bags and even rubber bullets, causing numerous people injured and arrested, and more than two million people went on the streets again on 16 June, our so-called Chief Executive Carrie Lam only decided to unwillingly suspend the extradition bill. What’s more, she still refused to withdraw the bill, leading to even more conflicts between the Police and citizens.
A lot of people in Hong Kong have repeatedly questioned themselves for many days. They struggled over what method was more effective and what wasn’t. What can be done to require government officials to be truly accountable, instead of only giving meaningless apologies? At the end, I could only draw a cruel conclusion, that is, instead of blaming who should bear the responsibility of breathing in teargas and getting hurt, what we should actually ask is do Hong Kong people deserve to have such a numb government, do we deserve a government that pushes people from all walks of life to stand up and do we deserve a government that pushes frontline law-enforcement officers to do no good but harm to the public?
In fact, I believe that all parents share one simple wish- ie. to protect their children from being contaminated by the darkness of reality. No matter rich or poor, parents only want their children to be a good person, to let them live in a better Hong Kong, a society with more justice. Don't tell me that you never worried about your children. If you haven’t been worried, why did a mother- without any protective equipment- stand in front of the Police and asked them not to throw teargas? Why did a father- with terminal illness - used his weak body to protect the students? Why did many of you went to Admiralty to find your kids that night? Why did so many mothers kept calling their children, telling them, “dinner is ready, please come home, we must wait for you”?
The whole incident was not just a simple question of “blue ribbon” or “yellow ribbon”, nor was it only about whether you support or oppose to the extradition bill. There was only one key point-\-\ when our home has the need to be protected, no matter how many different ways there are to fight for, we will always protect Hong Kong and our next generation in our own position.
In fact, youngsters understood that their parents were worried. They, too, experienced fear and despair when facing the Special Tactical Squad. But because they were taught by adults and the society that they should think critically and do the right things, these unsung heroes came up with the idea of standing up for Hong Kong. I really hope that parents can be proud of themselves as they are the ones who have cultivated such courageous and perceptive children.
In the past few weeks, the society was being categorised as youngsters and adults; or as high-educated or low-educated people. In fact, we are all sharing the same identity as Hong Kong people. In order not to let our home become the same as any other cities in mainland China, two million of us went on the streets. We saw a 90-year-old elderly walking for more than six hours, using a crutch, just to speak out for our city; we saw Christians singing hymns to the police for more than twenty hours before the conflict; we saw singers and small ventures risking of being banned, chose to speak up. And most of all, we saw a group of young people- kind and brave- standing in battlefront,fighting for their only home- Hong Kong.
Dear Hong Kongers, in fact, we got not only two choices. No matter what occupation you are, whether you are a truck driver or a Chinese barbecue chef, or an ordinary housewife, every one of us can help. You can register to be a voter; you can use your own way to contribute. And most importantly, you don’t have to require other people to use the same method as you to contribute to the society. I sincerely hope that every one of us, in different positions and engagement, can work hand in hand to protect our society. After all, we are all Hong Kongers.

【智翔的議會質詢-交通局、捷運工程局、政風處(9/29)】
#學生專車摔車意外
這個月初,壽山高中學生在搭乘學生專車時,發生電動門開啟導致學生摔出車外的意外,雖然學校專車的業務主要是學校自行跟客運業者接洽,主管機關為教育局;發生事故的車輛,檢驗責任在於公路總局轄下的監理站,我們市府的交通局看起來與該起事故並無直接關係。
但智翔必須強調,學校專車的行駛僅於上下課時段,其餘時段該車輛與司機與一般市內公車無異,加之與客運公司溝通、評鑑等業務,都屬於交通局,如何確保後續不會再發生類似事故,交通局應有更多方式來協助業者提升服務品質,並保障更多市民的生命安全。
#人行道設置問題
上個會期質詢時,智翔有提供兩點關於人行道設計的建議,其中一項便是參考澳洲墨爾本市中心的街道設計,重點在於,利用些微的高度做出區隔,讓熱鬧的商業區也能保有實體人行道與路邊停車空間。
「以設計引導行為」的思維方式,是智翔希望交通局在實施人本交通願景的長期方針,同時,行人空間的方便性,也與商業區的活絡息息相關,更多的行人能為店家帶來商機,相同的主張,智翔也在倡議振興桃園舊市區時談過許多。
而今天就局長所言,市民對於人行道與停車格的重新設計,摻雜了對自用停車空間或是做生意等考量,智翔則認為,民意有時對進步的政策是阻力,有時可能也是助力,而負起與民意溝通的責任,除了是我們代議士的工作外,政府也應該一起努力,如果交通局願意,也可以先從小範圍來實驗看看。
#工安管理落實及加強臨時督導
太魯閣事件後,勞動部長曾宣示一個月內全面檢查台鐵的標案工地,回過頭來檢視我們目前正如火如荼進行的綠線捷運工程,今年四月也曾發生死亡工安意外,那麼綠線捷運工安管理與督導是否落實?抽檢的頻率為何?
捷工局局長則回答,工安管理有賴統包業者自律外,還有監造單位與PCM(工程專案管理)來協助。而智翔也建議,主管單位的臨時抽驗不能事先通知,否則無法知道工地真實的情況,會後再請捷工局提供近來針對綠線捷運工地的抽檢資料給我們。
#桃園捷運先導公車
根據審計報告指出,桃園的綠線捷運先導公車在路線上,GR(蘆竹區中正北路-南崁路二段)與GR2(八德區介壽路二段-建德路)已偏離捷運原先規劃的路線。
先導公車主要功能應為協助捷運路線規劃、培養大眾運輸量等,所以再請捷工局會後就先導公車的路線、班距、載客量研擬改善方法,並提供書面資料。

原來BNT疫苗施打前要先稀釋啊,這專業的問題我們來問問曾任桃園敏盛醫院所屬盛弘醫藥公司副總經理兼發言人的台北市議員 #張斯綱
根據中央社在9月28日的報導,【恩主公醫院昨天施打 #BNT疫苗 時,因作業疏失讓25人接種未經稀釋的疫苗原液。#恩主公醫院 副院長王炯珵今天表示,這次配發疫苗包含散裝25瓶,因散裝部分疫苗瓶蓋掉落,工作人員誤以為是已稀釋完成疫苗並進行施打。他代表醫院公開致歉。王炯珵表示,昨天現場工作人員於中午清點施打數量時發現異常,經詢問值班藥師、護理師後發現,本次配發疫苗包含散裝25瓶,因散裝部分疫苗瓶蓋掉落,工作人員誤以為是已稀釋完成的疫苗,未經過再次確認即進行施打。
他表示,接種原液的25人中包含11位男性、14位女性,年齡分布18至65歲間。其中20人已回門診進行相關檢查,有9人同意住院觀察,目前檢查均正常;另5名已聯絡都表示無特別症狀。】
根據TVBS新聞網在9月28日的報導,【莊人祥今天下午在中央流行疫情指揮中心記者會中表示,每瓶BNT疫苗含0.45毫升冷凍濃縮原液,這次事件是將未稀釋疫苗原液抽取0.3毫升供接種,也就是只抽取2/3。 BNT疫苗未開封時每瓶含0.45毫升冷凍濃縮原液,注入1.8毫升生理食鹽水稀釋後,以每劑0.3毫升連同耗損,每瓶為6劑份;以6劑乘上2/3,莊人祥推估這25人接種的BNT疫苗比稀釋過BNT疫苗的4倍濃度。 莊人祥說,mRNA疫苗可能發生的心肌炎及心包膜炎等不良反應,大部分發生於接種後約7天,且接種第2劑發生機率較第1劑高。新北市衛生局持續督導恩主公醫院追蹤關懷25名個案身體狀況,如出現不適症狀務必協助就醫,將由衛生局協助醫院與民眾處理醫療賠償。】
還有就是關於 #高端 的問題啦,根據中時新聞網指出,【日本10月1日起放寬入境檢疫,只要接種完BNT、莫德納或AZ疫苗者,14天隔離可縮短為10天,也就是減免4天隔離,然而我國自產的高端疫苗並未入列。指揮中心發言人莊人祥表示,對於日本未將高端納入豁免疫苗,會請外交部協助,針對雙方疫苗護照的認證,包含技術上的規格問題,以及雙方對其他疫苗或高端的資格認證部分跟日本釐清。】高端沒有被日本納入豁免疫苗,官方竟然主動出擊要去了解,哇哇哇高端真的很高端啊~~
另外根據TVBS新聞網報導,【美國11月起將限制入境民眾皆需要出示完整接種新冠疫苗的證明,不過國內有許多國產疫苗的支持者,都是接種高端疫苗,然而高端尚未取得WHO認可,未來打高端的民眾去美國恐怕會有困難,衛福部長 #陳時中 今(22)日甚至說世界也不是只有美國。高端也發新聞稿指出,已經和歐洲藥品管理局諮詢,將在歐洲多國進行免疫橋接的第三期試驗。
高端疫苗公告,經過2個月來和歐盟EMA進行科學諮詢後,已取得正面回應,董事會決議,高端新冠肺炎疫苗在歐盟之第三期試驗,將規劃以多國多中心方式進行,會與歐盟已上市之新冠肺炎疫苗進行免疫橋接比對試驗,盡快取得歐盟認證。】這又是怎麼一回事呢?
再來談談 #朱立倫 擔任黨魁的第一仗,根據蘋果新聞網的報導,【當選國民黨主席的朱立倫,還沒正式上任,也尚未布局黨務工作,但是隨即就要面對10月23日的立委陳柏惟罷免案,由於近期兩份關於罷免案的民調,其中一份是在疫情期間表態贊成罷免,距離成功罷免門檻還差7%,另一份則是前立委顏寬恒表態加入罷免義工後的民調,雖跨過25%門檻但也僅多2%,尚在誤差範圍內;國民黨內人士更分析,本次罷免案不像是外界預期一定過關,但是關係著朱立倫回鍋黨主席的第一戰,若是沒成功罷免,恐怕「首戰變終戰」,真的讓朱立倫變成跛腳主席。】那麼國民黨在這一仗將如何布局呢?
然而昨天台灣民意基金會董事長游盈隆就在我們節目上說了:「以蔡英文目前的情況,會去思考 #陳柏惟罷免案 對整個大局的意義,「我不覺得他們已經理清楚」到底民進黨要以多大的力量投入,他們還沒決定,也看不到有什麼民調,陳柏惟罷免案有政治意涵,綠營會審慎評估,若在民進黨的支持下,陳柏惟突圍成功,沒有被罷免掉,對年底公投將會是重要的意義。」感覺陳柏惟罷免案將變成藍綠對決的第一戰,而且還會連動到之後的林昶佐罷免案與4大公投啊…

可是 @蔡其昌 ,你也投反對票的案324上面清楚寫著【盡速完成世界衛生組織(WHO)「緊急使用清單」上新冠疫苗的採購,並擴大採購至4千萬以上,確保疫苗涵蓋率高達90%以上】,那裏面有az、有bnt、還有默德納呢,議案裡面哪裡寫中國疫苗啦?哪裡是抹黑,是不是認為選民都是白癡不識字?你們都投票不要買啊~~~是不是現在後悔了?

第一,根據法規資料庫中的中央流行疫情指揮中心施行辦法第九條:
【進駐本中心各機關應隨時掌握最新動態資訊及狀況,並於情報收受後,依下列程序辦理:
一、各機關情報處理及因應建議,應陳報權責長官,並通報相關機關。
二、機關遇有需跨機關協調或通報時,應即會報相關權責機關迅採措施,同時陳報權責長官。
三、機關有責任歸屬之情報通報、因應建議、下令、督導及電話,均應作成書面紀錄,並陳報權責長官。
四、機關應填寫工作日誌,陳報權責長官。】瞎說甚麼自己會議太多每天很忙沒有做紀錄,就明顯違反了第九條的第三款和第四款啊,結果沒人處理這件事?
第二,後續的病毒感染基本上都跟3+11系列都是同一個病毒株,在基因上相同,並非在國內自己產生的,那麼不是由國門進來,難道是蟲洞進來的嗎?如果是從國門進來,那就一定是跟邊境開放有關係啊!
