【教學及學生申辦業務請務必配合防疫措施辦理】(#5月21日更新)

各位好:
.
因臺北市及新北市已有多起染疫個案,且持續增加中,疫情已是警戒標準的第三階段,除校方已於5月14日發布本校各項防疫措施以茲因應外,有關教學及學生申辦業務相關因應措施,務必配合辦理:
.
(1) #5月17日起至本學期結束(109-2),#本校所有課程 (#含期末考) #全面採用遠距或線上方式辦理。教師可善用學校新一代數位教學平台 NTU COOL,上傳課程影片進行非同步之遠距教學及進行線上測驗。有關期末考評量方式,本校提供在家線上測驗、線上口頭報告及互評或線上實作演練等彈性辦理形式,請參閱附檔( http://curri.aca.ntu.edu.tw/covid/課程評量調整建議.pdf ),並請老師預作準務必遵守防疫規範。
(2) 教務處原先各項需透過授課教師、導師、指導教授、系所及其主管等親簽之文件,包含停修、休學、輔雙等臨櫃業務,改採變通方式辦理。學生得透過e-mail附帶已填妥之相關表單及/或檔案,寄送該表單給老師及承辦單位,以老師及承辦單位同意之e-mail取代簽名後,再由申請學生將e-mail轉寄所屬教務單位承辦同仁。惟仍依各項申請規定之截止時間辦理。
(3)碩博士生學位考試得以視訊方式進行。#遠距口試的委員仍將致送口試費用,#但不得請領車馬費。委員簽名可採電子簽名。
(4)因應疫情,109-2學期繳交論文的截止時間延至8月31日,因隔天就是下一個學期開學日了。口試的時間也彈性處理,只要碩博士班學生能夠在8月31日以前完成繳交論文程序,就能如期畢業,如果無法在8月31日前完成繳交論文的程序,則下一個學期須註冊繳費,而修業期限屆滿者應令退學。

Dear NTU community members,
.
Due to a rapid escalation in the number of COVID-19 cases in Taipei City and New Taipei City recently, the epidemic situation is now approaching Alert Level 3 (orange light). In response to this urgency, the University is asking all academic and administrative units to comply with the following preventive measures:
.
1) Starting May 17th, all classes will be switched to remote-only instruction for the rest of the spring semester. Instructors can upload their lecture videos to NTU COOL. Since the epidemic is escalating, the alternative to on-site final exam for assessing students’ learning outcome is strongly recommended and planned in advance. The University provides mechanisms for conducting online testing, online oral reporting, peer assessment and online drills. Please refer to the attached document in preparation for such eventualities. ( http://curri.aca.ntu.edu.tw/covid/課程評量調整建議_eng.pdf )

2) To prevent the epidemic, all application forms with review and/or signature from course instructors, mentors, advisors, and/or supervisors of departments/graduate institutes/degree programs (Course Withdrawal, Leave of Absence, Dropping Double Major and/or Minor Study etc. are included) can be replaced with flexible application procedures. Students can mail to the person and/or unit in charge with application form as attachment. If they approve your application, please forward this approved mail to the according unit of Office of Academic Affairs [note]. Late submissions will not be accepted.

3) Graduate students can take their master’s or Ph.D. thesis/dissertation defense through the video conference. The signature of the committee member can be replaced by an electronic scan. The committee members who use the video method to conduct the master’s or Ph.D. thesis/dissertation defense are allowed to apply for their attendance fee, but not allowed to apply for their travel allowance.

4) In response to the COVID-19 pandemic, the deadline of the thesis/dissertation submission for the second semester of the Academic Year 2020-2021 has been extended to August 31, 2021 because the next day is the first day of classes for the next semester. The deadline for the thesis/dissertation defense is also flexible. As long as the Master’s and Ph.D. students can complete their thesis/dissertation submission process by August 31, 2021, they will be able to graduate on schedule. If the students are unable to complete the process of submitting their thesis/dissertation by August 31, 2021, they have to pay the tuition and fees for the next semester, and if their maximum period of study has expired, they shall be ordered to be withdrawn from the university.

[NOTE] Students affiliated in the following units shall mail to the Branch Office of Academic Affairs of the College of Medicine: Second Degree Bachelor of Science in Nursing (all students), Department of Nursing (sophomores and above), other undergraduate departments of the College of Medicine (juniors and above) and Department of Public Health (sophomores and above); other undergraduate students shall mail to Undergraduate Academic Affairs Division. Graduate students of the College of Medicine and the College of Public Health shall mail to the Branch Office of Academic Affairs of the College of Medicine; graduate students from other colleges shall mail to Graduate Academic Affairs Division.

各位好,

為因應嚴重特殊傳染性肺炎疫情的發展,本校修課學生人數 #達100人以上大型課程 (不含實驗/實習/實作課程),#自5月12日起請改採遠距教學,小班課程應保持室內1.5公尺的社交距離,全程配戴口罩,請所有老師包涵並配合辦理。
.
至於其他人數課程如果想要即刻開始遠距教學,學校也鼓勵大家執行,以減少師生到校上課,降低群聚感染的風險。
.
請修課學生依據開課單位或授課教師之通知確認開始遠距教學之確切日期,有關課程之重大調整事宜,請開課單位適時因應。
.
教務處將加強校屬教學館清潔消毒措施及每日清潔消毒工作,以強化防疫效果。

Dear colleagues,

In response to the COVID-19 outbreak, NTU has also launched a digitalization plan for courses enrolled by 100 students or more (experiments, practicums, and hands-on courses not included), and will move these courses to distance learning on May 12. Small classes should leave at least 1.5 meters’ social distance indoors. Please wear a mask all the time when you are in the classroom or laboratory. Thank you for your cooperation.

The school also welcomes other courses which are willing to move to distance learning. By reducing class time which teachers and students are in class, we can prevent cluster infections.
.
Students please make sure the exact date when distance learning starts from the notice of units of Curriculum and the lecturer. If there’s any important adjustments, units of Curriculum should respond in time.
.
The Office of Academic Affairs is about to implement the cleaning and disinfection of the following five buildings: Gongtong , Putong , Xinsheng , Boya, and Zonghe Lecture Building, and will intensify daily cleaning and disinfection to provide cleaner and safer teaching and learning environment.
.
Despite digitalizing courses to NTU COOL, the office of Academic Affairs will provide account numbers of U Webinar and U meeting for those lectures. We hope this can help all lecturers to make a better distance learning discussion concurrently. 【校長給全校的信】
President Kuan's message to the NTU community
各位老師,同學,與所有員工同仁們:
開學至今已一個多月,我們經歷了一個與過去完全不同的三月。首先我要感謝大家在這段時間共同為防疫所作的努力。老師們在遠距教學上的積極準備,同學們對防疫措施的支持和配合,以及所有同仁在防疫工作上的全力投入,在在都顯示臺大人的團結與韌性。我們校園至今並未出現防疫缺口,就是大家共同努力的成果。
為因應疫情的變化,我們從上星期開始對校園出入採取更嚴格的管制;清明假期後,超過一百人的大班將一律實施遠距教學;4 月 27 日起,超過 60 人以上的課程也將全面實施遠距教學;我們也與往來頻繁的學校保持密切聯繫,共同做好防疫準備。
學校所有防疫措施都是為了保護校園安全,確保教學品質,讓同學的學習不致中斷。如果大家因為防疫措施遭到任何困難,或對維護校園安全與健康環境有任何建議,歡迎隨時讓行政單位同仁知道,我們一定會盡力協助解決困難,並改進相關作法。
由於疫情持續變化,我也要再次提醒大家做好自身防疫準備,隨時注意自己的健康情況,避免出入人群聚集的場所,也盡量與他人保持適當的距離。不過,保持距離並不意味著關係疏離;相反的,在這段大家的健康與心理都備受威脅的期間,也正是臺大人展現彼此關懷與相互支持的時刻。疫情無法擊倒我們,深刻的反思與積極的態度則使我們更加緊密,更加團結,也更加強壯。
今年杜鵑花節的活動因疫情改為線上進行,但疫情終究會過去,明年我們必定會在杜鵑盛開的校園內,再次迎向欣欣向榮的未來。

Dear Members of the NTU Community,
We are one month into the Spring Semester and this past month has been an unusual time for all of us. First, I would like to thank you for all the efforts you have taken to limit exposure to the Coronavirus Disease 2019 (COVID-19). I am grateful to the faculty for undertaking the work of teaching online, the students’ support for and cooperation in the countermeasures, and everyone’s dedication to responding to the challenges posed by the disease. Up until today, NTU has zero reported case of COVID-19 on campus. This would not be possible without your collective efforts and resilience.
To adapt to the changes necessary in confronting COVID-19, NTU has enforced strict access control on campus. After the Tomb Sweeping Holiday, classes with more than 100 attendees will be taught remotely via online platforms. Starting April 27, classes with more than 60 attendants will proceed in the same manner. In the meantime, we are working closely with our partner institutions to protect our community and those around us.
The countermeasures we have taken (will be taken) are to minimize the risks of exposure to the COVID-19 virus on campus, ensure our educational quality, and maintain our teaching and learning without interruption. If you encounter any problems taking these essential steps, or have any concerns or suggestions, please get in touch with our administrative staff. We promise to give our best efforts to provide solutions and improve the situation.
Due to the evolving situation, I would like to remind everyone to take the steps necessary to protect yourself and those around you in response to COVID-19, including being conscious about your personal health, avoid crowded places, and practice social distancing. That being said, social distancing is not an act of alienation; instead, we should demonstrate how NTU members care and support one another during this difficult time. I am confident that NTU will remain strong and united as we take positive attitude in fighting the disease.
While it is hard to imagine a resumption of normalcy right now, the crisis will eventually come to an end. Until then, we must depend on science and facts to help us navigate under these unusual circumstances, and respond to the challenges with greater flexibility, creativity, and patience.
Finally, please take good care of yourself and those around you. My deepest thanks to everyone for your understanding, your cooperation, and your support.
