全球問題需要國際合作，說的不僅是疫情，還有氣候變化，最近多國在這方面有不少動作，繼上周中法德氣候峰會，本周又有美國主持的視像國際峰會，國家主席習近平等多國元首應邀出席發言。為免全球暖化帶來不可逆轉破壞，國際社會必須在本世紀中葉實現溫室氣體「淨零排放」，發達國和發展國應本着「共同但有區別責任」原則，加快減排步伐。5年多前的《巴黎協定》，為應付全球暖化定下藍圖，卻因美國特朗普政府單方面退出而蒙上陰霾；現在美國重返協定，拜登提出減排大計、推動綠色基建，若能說到做到，當然是好事，問題是這些年美國應對氣候變化政策反反覆覆，一旦白宮易主，隨時又走回頭路，領導權威已不復再，拜登雖欲帶領美國重當「盟主」，全球氣候治理也不會再由華府說了算。

香港曾被稱為「禁書天堂」，《明鏡》、《開放》、《前哨》、《爭鳴》……一本本名字類似、排版相近的雜誌，密密麻麻豎立在報紙攤檔顯眼位置，《天津爆炸黑幕》、《五中全會檢驗》、《十八大人事變動》，還有一本本小書，說中共官場秘聞、官場鬥爭。但2015年，巨流出版社出版數本與習近平有關的書籍後，發生銅鑼灣書店事件，「禁書」產業開始萎縮，至去年7月，「港版國安法」成為壓垮禁書的最後一根稻草，「政治禁書」全面絕迹香港。討論中國官場時政的政治禁書已絕迹香港，但出版界仍未能鬆懈，不少香港作者都會選擇離開香港，在台灣出版，台灣有出版社自2019年開始為港人出書記錄反送中運動，見證《國安法》實施後的變化，想起那段戒嚴時期，也是香港為台灣出版，現在為香港人出書，義不容辭。

「死有餘辜，死不悔改」。本報「正論」在黎智英等人首被判刑翌日，即以這八個大字批之，事實證明非常準確。黎智英、李柱銘、何俊仁昨日就8‧18案的罪成裁決及刑期向高院提出上訴，黎智英同時就8‧31案判刑申請減刑，反映漢奸走狗雖死有餘辜，但死不悔改。之所以有恃無恐，除了司法過去一直包庇，最關鍵是兩案判刑過輕，黎智英獲輕判不用說，李柱銘、何俊仁更獲緩刑放生。身為法律界人士知法犯法，理應罪加一等，法庭偏偏釋出極壞訊息，他們不食髓知味謀求完全甩身才怪。

本報得悉，終審法院前首席法官馬道立今年一月初六十五歲退休卸任，曾堅定表明退休後不會出任終院非常任法官，已於卸任短短三個月後，即加入英國倫敦 Brick Court Chambers，以非駐所成員形式（door tenant）掛名執業，亦將重返昔日私人執業的Temple Chambers掛名執業，將在香港、新加坡及英國三地擔任仲裁及調解員。女大律師龔靜儀批評馬道立公然加入英國的大律師事務所，令人懷疑馬在任終審法院首席法官期間，仍然保持着與英國的千絲萬縷關係，有機會令市民不安，甚至對香港司法失去信心。

港府正與廣東省政府討論，對接兩地新冠疫苗接種紀錄和技術平台，以便逐步恢復跨境往來。及早籌謀技術配套，誠屬好事，但惹人憂慮的新毒株愈來愈多，印度最新更驚現三重變種，本港要對外來航班和酒店檢疫更嚴格把關，市民亦應及早接種疫苗，合力遏制疫情，才能加快與內地重新通關。食衞局局長陳肇始昨表示，港粵已開始技術探討，促進疫苗數碼紀錄和技術平台互聯互通，助居民逐步有序恢復跨境往來。她指，港人接種疫苗後，有紙本針卡，亦可下載電子針卡，俱有「二維碼」可作驗證，令資料不能被人竄改。
