AIT副處長柯傑民、外交部長吳釗燮、日本台灣交流協會台北事務所代表泉裕泰、美國駐聯合國副大使蒲杰夫(Jeffrey Prescott)及駐紐約台北經濟文化辦事處處長李光章於週三一同參加了全球合作暨訓練架構 (GCTF)「以科技力建構韌性及加速落實永續發展目標」線上國際研討會。自2015年全球合作暨訓練架構啟動以來,這是第一次聚焦探討科技如何能增強韌性並加快實現可持續發展目標的進程。

On Wednesday, AIT Deputy Director Jeremy Cornforth, Foreign Minister Joseph Wu, Japan-Taiwan Exchange Association Chief Representative Hiroyasu Izumi, Deputy to the U.S. Ambassador to the United Nations Jeff Prescot and Taipei Economic and Cultural Office in New York Director-General James Lee participated in a virtual Global Cooperation and Training Framework (GCTF) workshop titled “Building Resilience and Accelerating the Sustainable Development Goals (SDG) Through Technology.” Since the GCTF’s 2015 program launch, this is the first event to focus on how technology can bolster resilience and accelerate progress towards meeting the SDGs.
In his opening remarks, Deputy Director Cornforth said, “Although Taiwan is prevented from participating meaningfully in the World Health Assembly and many other international organizations, today’s event will highlight the many ways that Taiwan is sharing its expertise and using its technological prowess to help the international community solve shared challenges. The United States remains committed to expanding Taiwan’s international space.”

定宇先說個人初步判斷,岸田的施政方針,是對台灣有利的架構;而岸田的內閣人事,會有安倍、麻生的影響力,而這二位都是強硬友台派;在區域安全上,美日同盟結合國際夥伴共同對抗侵略式擴張的中國,將會是立即看得見的外交方向,加上強化自衛隊的主張,日本與中國的摩擦將加大。
日本自民黨新任黨魁,也是第100任內閣首相岸田文雄Fumio Kishida,對付中國將是岸田內閣的首要問題,面對中國侵略式的外交和經濟,岸田提出深沈的警告,也將在各個面向努力,確保日本的安全和利益。
經濟是岸田施政的焦點,「經濟安全」會是他的優先工作,如何在地緣政治上,確保日本經濟安全。
面對美中爭奪科技主導權,日本與美國、台灣、韓國將協調確保戰略物資供應鏈,例如半導體。
將在「分配正義」上著手,要把經濟的果實分享給經濟上的中下階層。
在軍事上,將強化自衛隊角色和戰力,特別強調,面對鄰近的威脅,日本必須具備源頭打擊敵人基地的導彈能力,而不是滿足於攔截來襲的飛彈而已。
在外交上,強調維護自由、民主、國際規範、人權這些基本價值,與理念相同的國家,像美國、歐盟、印度、澳洲等,共同對抗獨裁政體,也會在印太地區扮演更積極的角色。
在人權上,將設置「首相人權輔佐官」,將發動調查包括新疆維吾爾族等人權議題。
在黨務上,岸田提出黨改革方案中,最受矚目就是黨幹部任期以一年一任最多三任為限。目前幹事長以輔選有功的麻生派眾議員甘利明呼聲最高,岸田也承諾將重用其他三位競選者河野太郎、高市早苗及野田聖子。
Dealing with China would be a top priority in his government, Fumio Kishida, a contender to succeed Japanese Prime Minister Yoshihide Suga, told Nikkei, expressing “deep alarm” at Beijing’s aggressive behavior on the diplomatic and economic fronts.
To protect “basic values such as freedom, democracy, the rule of law and human rights, we will work with those that share the same values, such as the U.S., Europe, India and Australia, to stand against authoritarian systems,” Kishida said in an recent interview.
Economic security is high on his agenda. As Washington and Beijing compete for technological dominance, Japan, the U.S., Taiwan and South Korea are scrambling to coordinate to secure supply chains for strategically important goods such as semiconductors.
“I will protect our nation’s geopolitical interests with a focus on the economy,” he said.
On defense, Kishida emphasized the need for the capabilities to strike enemy missile bases to prevent to an imminent attack. “Even if missile defense systems block a first attack,” having capabilities to attack enemy bases could “protect people’s lives if a second or more shots are being launched,” he said.

聖文森認為納入台灣 世界必然受益
聖文森總理龔薩福認為新時代需要新的解決方案,而不是過時的霸權壓制,台灣向來是令人欽佩的經濟奇蹟、是一個蓬勃發展的民主國家,有權利要求有意義參與相關國際機構,將台灣納入需要多邊協調合作的全球議題之中,世界必然受益。
台灣的夥伴價值,值得聯合國重視。

"It is high time for this United Nations and its agencies to cease their exclusion of Taiwan from meaningful participation. Surely, the world will benefit from Taiwan’s inclusion in global bodies such as the World Health Assembly, the United Nations Framework Convention on Climate Change, the International Civil Aviation Organization, and INTERPOL. Concerted, multi-lateral cooperation on global matters such as health, climate change, civil aviation, crime, and so forth requires all hands on deck, metaphorically speaking. Taiwan is a relatively small, but legitimate, political expression of the magnificent Chinese civilization; it has been an impressive economic miracle; it is a thriving democracy; and it has a right to ask for meaningful inclusion in the relevant global institutions. New times demand fresh solutions, not old-fashioned hegemonic responses."
Taiwan's vision of global partnership can serve as a valuable reference for the UN.

The political environment is complicated by the potential for military conflict should Taiwan make overt actions toward de jure independence; it is the official PRC policy to use force to ensure reunification if peaceful reunification is no longer possible, as stated in its anti-secession law, and for this reason there are substantial military installations on the Fujian coast. However, in recent years, the PRC has moved towards promoting peaceful relations, including stronger economic ties, with the current ROC government aimed at unification through the one country, two systems formula or maintaining the status quo under the 1992 Consensus.
On 29 April 2005, Kuomintang Chairman Lien Chan travelled to Beijing and met with Communist Party of China (CPC) Secretary-General Hu Jintao, the first meeting between the leaders of the two parties since the end of the Chinese Civil War in 1949. On 11 February 2014, Mainland Affairs Council Head Wang Yu-chi travelled to Nanjing and met with Taiwan Affairs Office Head Zhang Zhijun, the first meeting between high-ranking officials from either side. Zhang paid a reciprocal visit to Taiwan and met Wang on 25 June 2014, making Zhang the first minister-level PRC official to ever visit Taiwan. On 7 November 2015, Ma Ying-jeou (in his capacity as Leader of Taiwan) and Xi Jinping (in his capacity as Leader of Mainland China) travelled to Singapore and met up, marking the highest-level exchange between the two sides since 1949.
The PRC supports a version of the One-China policy, which states that Taiwan and mainland China are both part of China, and that the PRC is the only legitimate government of China. It uses this policy to prevent the international recognition of the ROC as an independent sovereign state, meaning that Taiwan participates in international forums under the name "Chinese Taipei". With the emergence of the Taiwanese independence movement, the name "Taiwan" has been employed increasingly often on the island.
