Fake news law: Effective to combat disinformation online?
立法打擊假新聞,效用大唔大?
The HKSAR government is considering to implement "fake news" law to combat disinformation, especially on online media platforms and social media, due to the appearance of a considerable amount of misinformation and disinformation online. However, some voiced out it might undermine freedom of speech, freedom of press and free flow of information online. Is legislation an effective way to combat "fake news" online? What impact will it cause to the media and online community? What can we learn from "fake news" law in other countries?

In this edition of HKIFG, we have invited experts from different aspects, namely journalist, Hong Kong scholar, IT professional and Singaporean scholar, to talk about their observation and opinion on the potential implementation of "Fake News Law" in Hong Kong. We aim to explore the topic through different perspectives and try to cast new light to the topic by including a case study of a similar enactment in Singapore.

昨天是中共慶祝建黨100周年的日子,台灣編輯台前一天就提醒各地外派要注意各國政府有沒有什麼動作,結果,就發現我管區的政府沒什麼動靜,倒是媒體出聲了。
北歐瑞典、丹麥、芬蘭、挪威四國四份重要報紙的總編輯聯名發表致習近平的公開信,表示將不再忍受中國打壓言論自由,聲援香港媒體。
香港蘋果日報停刊一事在北歐受到高度矚目。瑞典每日新聞報(Dagens Nyheter)、丹麥政治報(Politiken)、芬蘭赫爾辛基日報(HS – Helsingin Sanomat)、挪威晚郵報(Aftenposten)四份重要大報的總編輯連名發表公開信,呼籲世界不能繼續消極面對中國扼殺香港媒體自由的行為,對習近平表示抗議。
公開信中提到,世界以往天真的認為中國能遵守承諾,不動搖香港的民主根基,隨著蘋果日報停刊,這個希望也跟著消失。獨立、具批判性的媒體工作在中國被視為犯罪,令人擔憂。
香港電台網站成為政府附庸,警察在網路上進行言論審查,甚至黎智英被捕入獄等,這些扼殺媒體言論自由的事件只會越來越多。
在中共建黨100周年之時,他們呼籲中共將中國打造成名符其實的「人民」共和國,而非掌權者的共和國。
信中寫道,在北京當局打壓任何反對與批評的同時,新的抗爭便會產生;同樣的,在任何一個媒體被消音的同時,新的聲音就會出現。
抗議信的最後,這四大報將開放他們的版面,積極的報導香港令人害怕的發展,他們也將盡其所能的使用香港媒體同仁被剝奪的言論自由,用力地為香港發聲。
開始跟中央社合作後,我就加入了瑞典記者工會,常常看到工會在關心世界各國媒體工作者的工作環境,雖然知道關注言論自由、維護言論自由是記者重要的使命,但總覺得跟我的生活距離很遙遠。
香港蘋果停刊以及之後的發展,甚至對台灣言論自由可能產生的影響,讓我驚覺,威脅真的就在眼前。
這次四份很有影響力的報紙,在這個時間點針對香港議題公開批評,並公開表達對香港媒體人與言論自由的支持,不但為了批評專制政權,也展現媒體工作者的團結力量。
無論是作為支持香港民主的一般民眾,或是做為媒體一份子的我,都非常敬佩,這種時刻也讓我感到格外慶幸能在這種環境中工作、生活。
這才是值得大肆慶祝的事。

On HKFP today: The four largest Nordic newspapers marked the centenary of the Chinese Communist Party’s founding on Thursday with a joint front-page editorial denouncing the regime’s attacks on Hong Kong’s independent media. "Enough is enough," the open letter said, adding that "The world can no longer stand idly by as China gradually sucks the air out of freedom of the press in Hong Kong."
On Thursday morning, acting Chief Executive John Lee said that press freedom was assured under the security law.

I’m sorry if the message I was trying to share in my video wasn’t clear.
I do not condone violence on either side. This is a vicious cycle that has started with the government, then the police took advantage and took it upon themselves to ‘teach Hong Kongers a lesson’ with inadequate training and restraint. They were supposed to be out there containing, controlling the widespread protests but instead caused protests to escalate as they broke laws and guidelines during the chaos. Which has now created distrust between the police and the people, with brutality increasing on both sides.
‘Rioters’ who are protesting illegally (whether you consider them freedom fighters or not), are out there fully aware that they will get arrested or worse. However, the police continuously act as if they are above the law and have yet to bare any responsibility or face any consequences.
Those who have inflicted harm or have broken laws should face consequences and the police are not exempt from the rule of law either, especially when they intentionally harm the people they swore to protect.
