Meuko’s track created for the 2020 Busan Biennale inspired by Andrés Felipe Solano’s story “We’ll All End Up Rocks In A Lake” (which was also commissioned for the biennale.)

The Busan Biennale: The Chicago Chapter’s 11 Musicians for 11 Writers Outside has been extended through July 31st. It is free and open to the public everyday !

五月的NTS Radio邀請了新一代的台灣實驗製作人LICA & Cheg Daoyuan各製作30分鐘的mix。
前30分鐘由Lica製作，她以自己的實驗Live演出之外，與台灣樂團Dope Purple成員亦有合作，在印尼也有跨國的實驗音樂組合“Sundialll”，這次的mix播放了許多來自台灣與東南的龐克金屬音樂。

後30分鐘由工業小王子之稱的Cheng Daoyaun鄭道元製作，2019在Future Proof : 面向異日發表首張專輯“旣Apeiron” ，也曾參與過Mutek X Currents FM的線上演出，同時他在HKCR, Currents.fm有自己的固定節目，在國際上已有不少的發表。

“To connect, and condense any possibility formed by the joint force of people." is the core of LICA’ s concept. Started with a photography project Nowhere_non - which captures experimental, metal and punk scenes in 2019, she began her sound project LICA in 2020 and released “reverse” at Taipei noise label Karma Detonation Tapes. Shortly after her Indonesia shows, she started a new project Sundialll with Ramaputratantra. Now she’s involved in the Taipei punk organization Suck Glue Boys, led by their commitment to promoting extreme music culture.

Cheng Daoyuan is a Taipei-based multi-media creator whose work spans sound, visual and installation. After his first oversea shows in Tokyo, he released his debut album “Apeiron” in 2019, also featured on numerous compilations released by labels from Europe and Asia. In 2020, he performed at Nexus Experience presented by MUTEK X Currents.fm, and made his first 7.1-channel ambisonic sound design at NTMoFA, currently in residence of HKCR and Currents.fm.

【香港經濟幻象師與它們的產地】#研究閱讀

“The preferred formula used to be “a policy of laissez-faire”; now it is “one country, two systems”’, not that either came close to accounting for the ‘historical specificity of the place. (Abbas,1997, pp. 296–297)”

伴隨著傳統基金會將香港剔出年度經濟自由度指數評級，華爾街日報近月亦刊登文章描述現任財政司司長陳茂波為《香港的幻術師》（Hong Kong’s Illusionist），試圖證明香港不受北京的控制及干預。恰好加拿大英屬哥倫比亞大學地理學系教授Jamie Peck，最新發佈一篇學術期刊文章《Hong Kong - a model on the rocks》，合時地講述一路以來香港經濟自由神話如何被建構，同時帶出現時香港面對的最新政治挑戰，香港的經濟應該何去何從的問題。

作者從歷史考據方法揭穿一套香港經濟的神話學(Mythology)：由一條無人的小漁村到現時國際金融大都會，全憑香港政府採取經濟放任自由主義 / 積極不干預政策。文章精辟之處，在於解剖這個神話論的前世今生。

神話的「起源」，主要透過塑造香港經濟自由放任政策(laissez faire)之父，講述60年代香港財政司郭伯偉(Sir John Cowperthwaite)的生平，並以香港故事成為新自由主義的發展模型(model)推廣至全球；其次由傳統基金會這類國際組織每年公佈的經濟自由指數「吹奏」，比起陳茂波它才是真正的「幻象師」。

作者在文中點出，這種經濟自由指數 (the index of economic freedom) 更多是推動發展的引擎推手，多於反映經濟自由現況的相機寫照 (an engine rather than a camera)。事實上，過往香港經濟如何「不自由」，例如各式各樣的牌照制度、地產霸權土地壟斷、政府在經濟政策的積極干預、殖民惡法下各種對社會經濟文化事業的潛在規管等，都一直幻覺師的論述當中彷彿不曾存在。

文中全面地引述香港歷年財政司的施政方針重點，如何50年不變地盲目吹奏「自由放任」香港方程，扮演了新自由主義的宣傳道具(props)，同時亦帶出香港這種虛擬的「經濟自由」，一直為中國紅色資本的走資門階(red China’s Doorstep)。可見，財政(幻覺)師到今日仍希望高呼香港一國兩制健全，試圖繼續扮演「全世界最自由的經濟體」如昔，但當傳統基金會已經不再吹奏，這種論調已經成為孤芳自賞的獨腳戲。

Jamie Peck引述香港理論大師Ackbar Abbas 的認識「香港學」，認為香港是一直都在尋找一種「方程式」(Formula) 之地，由以往一直以來唱頌「積極不干預」的屬意方程，到後國安法時代即將進場的大灣區建構工程 (作者眼中認為就是深圳模式)，未來傳統基金會這種國際組織會否願意像過往未民主化的郭伯偉時代香港「照舊背書」(recycled folk)，還是從此各自表述分道揚鑣，仍是一個極具變數的命題。

作者最後引用歐威爾在《1984》中一段(竟然)曾提及香港的部分，讓大家記得無論是今昔的威權香港，還是1984中形容香港猶如邊陲無止境的爭奪場域 (the edges of a contested geography)，這種管治多年或企圖延續下去的香港神話學，都是今日強調「活在真實中」的個人哲學必須認識的課題。
