【面對中韓FTA，韓國並不是只有一種聲音】
上週六（7/26）中韓 FTA 進行第十二次談判，台灣多數政商集團與媒體，不斷以片面資訊一再恐嚇台灣社會，「中韓FTA若生效產業只能出走」、「中韓FTA 對台衝擊估2400億」、「追不上FTA 台10年內垮掉」，用以做為要求加速服貿與自由經濟示範區通過的理由與籌碼。
同樣的恐嚇語言，都早已在當年馬政府執意推動 ECFA 前一再重複出現過。事實上，面對中韓 FTA，韓國並不是只有一種聲音！同為亞太綠人聯盟的「韓國綠黨」七月初已發表聲明，強烈譴責草率、倉促的簽訂自由貿易協定。韓國加入 WTO 至今，韓國的農業基礎早已遭受中國農產品的侵蝕、勞動條件與環境傷害日與俱增。同樣的問題也在台灣發生！台灣政府不尋求產業升級，只強調去管制化、低廉勞動力、毫無目標的開放自由經濟政策，將更加速台灣貧富差距惡化、環境生態浩劫、經濟體質更為脆弱。
相較韓國糧食自給率尚有45%，台灣糧食自給率僅剩三成，更該積極保護本國農業，鼓勵對土地友善的農法、維護良好的土地與水資源。必然將圖利少數資本產業、自由化與區域整合的經濟政策，並不是唯一的發展方向，我們可以有更幸福、更公平的選擇，更不該過度輕率與倉促！

【停止草率、倉促簽署危害糧食主權的中韓FTA】
在7月3日舉行的高峰會談，中國與南韓表示，兩國同意於今年年底前簽署自由貿易協定 (FTA)。然而，FTA並非一項應當匆促完成的貿易交易。韓國的農業基礎已經遭到中國進口農產品侵蝕，這項貿易協定，一旦簽署，極可能加速進口農產品主宰韓國市場的趨勢，並掀起一場韓國農業的嚴重風暴。
中韓FTA將嚴重打擊中小型生產規模的農民，他們種植的產品包括辣椒，蒜頭，洋葱，豆類，芝麻，種籽，蔬菜和作物。FTA將漸進地削弱韓國已然脆弱的農業基礎，使國家遠離糧食主權之路。尤有甚者，為了在年底前倉促完成雙邊貿易協定，韓國極可能在談判中，對中國作出更多開放農業市場的讓步，這可能會造成忽視農民，農業部門工作者，以及農產品消費者的意見。韓國政府不應在未達成國內共識下，強力推動如此倉促地簽訂FTA。
無可避免地，隨著稻米進口關稅化的緩衝期將於年底到期，若政府以如此粗製濫造的方式繼續進行FTA，農民將愈加貧困痛苦。
韓國綠黨要求韓國政府暫停草率倉促地進行簽署FTA，展開公共辯論以尋求社會共識。
Stop the sloppy, hasty drive to sign a South Korea-China FTA that threatens food sovereignty
China and South Korea said the two countries agreed to sign a free trade agreement (FTA) by the end of this year during summit talks held on July 3. But the FTA is not a trade deal to be rushed. Korea’s agricultural foundation is already being undermined by farm products imported from China, and the deal, if signed, is highly likely to accelerate the trend of imported farm products dominating the Korean market and deal a serious blow to the Korean agriculture.
The FTA between South Korea and China will significantly hurt the small- and mid-scale farmers who grow produce including chili peppers, garlic, onions, beans, sesame seeds, vegetables and crops. The FTA will
increasingly weaken Korea’s already vulnerable agricultural foundation, derailing the country farther from the path to food sovereignty. Indeed, it is very likely for Korea to make more concessions to China in opening up the agricultural market during negotiations in a hasty effort to conclude the bilateral trade deal by the end of this year.
This spells a possibility of overlooking opinions of farmers, genuine workers in the agricultural sector, and those of consumers, who are and will be eating farm products. The Korean government should not push for such hasty conclusion of the FTA with no domestic consensus.
Inevitably, farmers will be distressed further if the government proceeds with the FTA in a shoddy manner, as the delay period for tariffication of rice imports is also scheduled to expire in late this year. The Green Party Koreacalls for the Korean government to halt the sloppy drive to sign the FTA hastily and start a public debate to seek a social consensus.
