【#Replay】The article entitled “Hong Kong and the US-China New Cold War” which I published in May in The Diplomat Magazine has already provided an overall analytical framework for Hong Kong’s current status. Recently, many political and media friends enquire about the developments of anti-Extradition Movement and the “Hong Kong Human Rights and Democracy Act”, so I would recommend revisiting this article first and then interpret the next step according to this geopolitical framework. It seems that an article of about 300 words is already “too long” for LIHKG 討論區, so I have summarized the main points here for everyone reference.
US interests in Hong Kong (Free World outpost): a major business operation base for US companies in Asia, an intelligence centre in the US consulate-general in Hong Kong, a major port of call for US vessels, a “change agent” for driving China’s liberalization.
Chinese interests in Hong Kong (Red China outpost): the single-largest contributor of China’s FDI, a major listing place and source of bank loans for Chinese companies, an investment base for transforming Chinese companies into Hong Kong companies, a loophole for circumventing US technology export controls.
US’s decision to adopt the “Hong Kong Human Rights and Democracy Act” would increase the cost for pro-CCP local collaborators to execute Beijing’s interventions, providing an effective check against further erosion of Hong Kong’s autonomy; but it is almost certain that China would have a strong response to this option, setting up Hong Kong a battlefield for a US-China showdown.
